After consideration on the merits, the Committee recommends the following:
HB26-1326 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:

Page 1, Line 2"SECTION 44. Appropriation. (1) For the 2026-27 state fiscal
Page 1, Line 3year, $328,958 is appropriated to the department of regulatory agencies.
Page 1, Line 4This appropriation consists of $253,958 from the public utilities
Page 1, Line 5commission fixed utility fund created in section 40-2-114 (1)(b)(II),
Page 1, Line 6C.R.S., and $75,000 from the public utilities commission motor carrier
Page 1, Line 7fund created in section 40-2-110.5 (6), C.R.S. To implement this act, the
Page 1, Line 8department may use this appropriation as follows:
Page 1, Line 9(a) $75,000 from the public utilities commission motor carrier
Page 1, Line 10fund for use by the public utilities commission for personal services; and
Page 1, Line 11(b) $253,958 from the public utilities commission fixed utility
Page 1, Line 12fund for the purchase of legal services.
Page 1, Line 13(2) For the 2026-27 state fiscal year, $253,958 is appropriated to
Page 1, Line 14the department of law. This appropriation is from reappropriated funds
Page 1, Line 15received from the department of regulatory agencies under subsection
Page 1, Line 16(1)(b) of this section and is based on an assumption that the department
Page 1, Line 17of law will require an additional 1.1 FTE. To implement this act, the
Page 1, Line 18department of law may use this appropriation to provide legal services for
Page 1, Line 19the department of regulatory agencies.".
