Bill Summary

The bill modifies the distribution of money from certain funds so that the money in those funds is distributed to local governments and:
- The first 50% of the money is distributed equally among the 64 counties and 2 federally recognized tribal governments in the state; and
- The second 50% of the money is distributed among the 64 counties and 2 federally recognized tribal governments in the state in proportion to the population of those counties and tribal governments.
- The marijuana tax cash fund;
- The public school capital construction assistance fund;
- The peace officer training and support fund; and
- The affordable housing financing fund.
The bill applies this modified distribution beginning on July 1, 2025, to the following funds:

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, add 24-75-117 as follows:
Page 2, Line 324-75-117. Distribution of state funds. (1) Notwithstanding
Page 2, Line 4any law to the contrary, beginning July 1, 2025, money from the
Page 2, Line 5following funds shall be annually distributed in accordance with the distribution formula:
Page 2, Line 6(a) The marijuana tax cash fund created in section 39-28.8-501;
Page 2, Line 7(b) The public school capital construction assistance fund created in section 22-43.7-104;
Page 2, Line 8(c) The peace officer training and support fund created in section 24-33.5-537; and
Page 2, Line 9(d) The affordable housing financing fund created in section 29-32-103.
Page 2, Line 10(2) As used in this section, unless the context otherwise
Page 2, Line 11requires,"distribution formula" means a formula that ensures
Page 2, Line 12that the money in a fund is distributed only to local governments and so that:
Page 2, Line 13(a) One-half of the money in the fund is distributed
Page 3, Line 1equally among the sixty-four counties and the two federally recognized tribal governments in the state; and
Page 3, Line 2(b) One-half of the money in the fund is distributed among
Page 3, Line 3the sixty-four counties and the two federally recognized tribal
Page 3, Line 4governments in the state in proportion to the population of those counties and federally recognized tribal governments.

Page 3, Line 6determines, and declares that this act is necessary for the immediate
Page 3, Line 7preservation of the public peace, health, or safety or for appropriations for
Page 3, Line 8the support and maintenance of the departments of the state and state institutions.
