Concerning repealing the recovery-friendly workplace program, and, in connection therewith, reducing an appropriation.
Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. In Colorado Revised Statutes, repeal part 3 of article 20 of title 23.
SECTION 2. In Colorado Revised Statutes, 23-18-308, amend (1)(l) and (1)(m); and repeal (1)(n) as follows:
23-18-308. Fee-for-service contracts - grants to local district colleges - limited purpose - repeal. (1) Subject to available appropriations, the department shall enter into fee-for-service contracts for the following purposes:
(l) The Colorado multidisciplinary health-care provider access training program created in section 23-21-1103; and
(m) The creation of education programs pursuant to section 8-15.7-201;section 8-15.7-201.
(n) The recovery-friendly workplace program created in part 3 of article 20 of this title 23. This subsection (1)(n) is repealed, effective September 1, 2028.
SECTION 3. Appropriation - adjustments to 2025 long bill. (1) To implement this act, appropriations made in the annual general appropriation act for the 2025-26 state fiscal year to the department of higher education are adjusted as follows:
(a) The general fund appropriation for the college opportunity fund program to be used for limited purpose fee-for-service contracts with state institutions is decreased by $412,577; and
(b) The reappropriated funds received from the limited purpose fee-for-service contracts with state institutions under subsection (1)(a) of this section for the regents of the university of Colorado is decreased by $412,577, and the related FTE is decreased by 1.5 FTE.
SECTION 4. Effective date. This act takes effect July 1, 2025.
SECTION 5. Safety clause. The general assembly finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, or safety or for appropriations for the support and maintenance of the departments of the state and state institutions.
