Joint Budget Committee. The bill requires the state treasurer, on July 1, 2025, to transfer $842,346 from the general fund to the broadband infrastructure cash fund (fund). Current law lists the correctional facilities where the money in the fund may be used to install broadband infrastructure. The bill adds the Colorado territorial correctional facility to the list.

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, 17-1-168, amend (3)(d) and (3)(e); and add (1)(c) and (3)(f) as follows:
Page 2, Line 317-1-168. Broadband infrastructure cash fund - created -
Page 2, Line 4repeal. (1) (c) On July 1, 2025, the state treasurer shall transfer
Page 2, Line 5eight hundred forty-two thousand three hundred forty-six dollars from the general fund to the fund.
Page 2, Line 6(3) Subject to annual appropriation by the general assembly, the
Page 2, Line 7department may expend money from the fund to install broadband infrastructure at the following correctional facilities:
Page 2, Line 8(d) Buena Vista correctional complex;
and(e) San Carlos correctional facility; and
Page 2, Line 9(f) Colorado territorial correctional facility.
Page 2, Line 10SECTION 2. Appropriation. For the 2025-26 state fiscal year,
Page 2, Line 11$842,346 is appropriated to the department of corrections for use by
Page 2, Line 12institutions. This appropriation is from the broadband infrastructure cash
Page 2, Line 13fund created in section 17-1-168 (1)(a), C.R.S. To implement this act, the institutions may use this appropriation for broadband installation.

Page 2, Line 15determines, and declares that this act is necessary for the immediate
Page 2, Line 16preservation of the public peace, health, or safety or for appropriations for
