Bill Summary

Executive Committee of the Legislative Council. The bill suspends legislative interim committee activities during the 2025 legislative interim (interim). Specifically, the bill:
- Prohibits the legislative council of the general assembly from prioritizing any requests for interim committees, including task forces, for the interim;
- Limits the Colorado youth advisory council review committee (committee) to meeting once in the 2025 interim, to receive the report from the youth advisory council (council), prohibits the committee and council from meeting or presenting bills in the 2026 interim, and precludes the council from contracting with a nonprofit organization to provide services for the council in the 2025-26 and 2026-27 fiscal years;
- Prohibits meetings, field trips, and legislative recommendations and reports by, and suspends for one year certain reports required to be submitted to, existing interim committees, including the legislative emergency preparedness, response, and recovery committee; legislative oversight committee for Colorado jail standards; statewide health care review committee; Colorado health insurance exchange oversight committee; opioid and other substance use disorders study committee; legislative oversight committee concerning the treatment of persons with behavioral health disorders in the criminal and juvenile justice systems; pension review commission and pension review subcommittee; legislative oversight committee concerning tax policy; and sales and use tax simplification task force.

Page 2, Line 4(3) (e) (I) Notwithstanding any provision of this section, the
Page 2, Line 5legislative council shall not prioritize any interim committees
Page 2, Line 6or approve any task forces for the 2025 interim. Nothing in this
Page 2, Line 7subsection (3)(e) prohibits the executive committee of the
Page 2, Line 8legislative council, whether before or after the general
Page 2, Line 9assembly has adjourned, from approving an interim committee by
Page 2, Line 10resolution for the 2025 interim in the manner specified in subsection (3)(c) of this section.
Page 2, Line 11(II) This subsection (3)(e) is repealed, effective July 1, 2026.

Page 3, Line 4August 31, 2025, the council members shall approve subsequent
Page 3, Line 5appointments to the council. A youth who meets the criteria set forth in
Page 3, Line 6subsection (1) of this section may apply to the council to be considered for participation in the council.

Page 3, Line 13has concluded. Council members may attend and participate in council
Page 3, Line 14meetings remotely, but at least two of the council's meetings each year
Page 3, Line 15must be held in person, with all attending members at the same physical
Page 3, Line 16location. Additional meetings may be held at the discretion of council leadership, subject to available money.
Page 3, Line 17(II) (A) Notwithstanding subsection (2)(b)(I) of this
Page 3, Line 18section, the council shall meet only once after the 2025 regular
Page 3, Line 19legislative session, in July 2025, and the council shall not meet at any time in the 2026 calendar year.

Page 4, Line 1(4) (a) (I) On or before September 1, 2013, and every third
Page 4, Line 2September 1 thereafter through September 1, 2019, the council shall, in
Page 4, Line 3conjunction with the director of the legislative council, use a request for
Page 4, Line 4proposal process to contract with and designate one or more nonprofit
Page 4, Line 5organizations to provide staffing and operational assistance and to serve
Page 4, Line 6as the custodian of money donated to the council through the designated
Page 4, Line 7organization. The contractor selected following the 2019 request for
Page 4, Line 8proposal process shall, pursuant to one or more contracts, provide such
Page 4, Line 9staffing, operational, and custodian services through June 30, 2023.
Page 4, Line 10Thereafter, the council shall, in conjunction with the director of the
Page 4, Line 11legislative council, on or before April 30, 2023, and, except as otherwise
Page 4, Line 12provided in this subsection (4)(a), on or before every second April 15
Page 4, Line 13thereafter, use a request for proposal process to contract with and
Page 4, Line 14designate one or more nonprofit organizations to provide such staffing,
Page 4, Line 15operational, and custodian services. The term of each contract entered
Page 4, Line 16into for a term commencing on or after July 1, 2023, is two state fiscal
Page 4, Line 17years; except that any such contract may be extended for one additional
Page 4, Line 18two-year term. If a contract is extended, the request for proposal for the
Page 4, Line 19next contract must be issued on or before the April 15 immediately
Page 4, Line 20preceding the expiration of the extension term. The designated
Page 4, Line 21organization shall not be the custodian of any money appropriated by the
Page 4, Line 22state and credited to the fund created in section 2-2-1306. The designated
Page 4, Line 23organization is authorized to expend any money it receives as is necessary
Page 4, Line 24for the operation of the council and may solicit and accept monetary and
Page 4, Line 25in-kind gifts, grants, and donations used to further the council's duties and
Page 4, Line 26responsibilities. Any money donated or awarded to the designated
Page 4, Line 27organization for the benefit of the council is not subject to appropriation
Page 5, Line 1by the general assembly. Any money obtained by the council or the
Page 5, Line 2designated organization
and that is not in the fund and that isPage 5, Line 3unexpended and unencumbered at the time the council is dissolved shall
Page 5, Line 4be distributed according to appropriate federal and state laws governing
Page 5, Line 5nonprofit organizations. If a different nonprofit or private organization is
Page 5, Line 6subsequently designated as the custodian of donated money in accordance
Page 5, Line 7with this
paragraph (a) subsection (4)(a)(I), any money that isPage 5, Line 8unexpended and unencumbered at the time of the change in designation
Page 5, Line 9shall be promptly transferred by the previously designated organization to the newly designated organization.
Page 5, Line 10(II) Notwithstanding subsection (4)(a)(I) of this section:

Page 5, Line 12shall neither contract with nor designate one or more
Page 5, Line 13nonprofit organizations to provide staffing, operational, and

Page 5, Line 15(B) The contract that terminates on July 1, 2025, is
Page 5, Line 16extended for one month to allow the council the opportunity to
Page 5, Line 17present its report to the review committee in July 2025. The contract terminates on August 1, 2025.
Page 5, Line 18(III) Subsection (4)(a)(II) of this section and this subsection (4)(a)(III) are repealed, effective July 1, 2027.

hereby created a legislative emergency preparedness,Page 6, Line 18response, and recovery committee. The legislative committee shall
Page 6, Line 19develop a plan for the response by, and continuation of operations of, the
Page 7, Line 1general assembly and the legislative service agencies in the event of an
Page 7, Line 2emergency epidemic or disaster. The legislative committee shall
Page 7, Line 3cooperate and coordinate with the division, the department, and the
Page 7, Line 4GEEERC in developing the plan. The legislative committee shall develop
Page 7, Line 5and submit the plan to the speaker of the house of representatives, the
Page 7, Line 6president of the senate, the governor, the executive director of the
Page 7, Line 7department, the director of the division, and the GEEERC no later than
Page 7, Line 8July 1, 2011. The legislative committee shall meet at least annually to
Page 7, Line 9review and amend the plan as necessary and shall provide any updated
Page 7, Line 10plan to the persons or entities specified in this
paragraph (a) subsectionPage 7, Line 11(1)(a)(I). The legislative committee may recommend legislation
Page 7, Line 12pertaining to the preparedness, response, and recovery by, and
Page 7, Line 13continuation of operations of, the general assembly and the legislative
Page 7, Line 14service agencies in the event of an emergency epidemic or disaster. The
Page 7, Line 15legislative committee shall provide information to and fully cooperate
Page 7, Line 16with the division, the department, and the GEEERC in fulfilling its duties

Page 10, Line 5(7) (a) Notwithstanding any provision of this section, the
Page 10, Line 6commission and the subcommittee shall not meet during the 2025
Page 10, Line 7interim and legislative members of the subcommittee are not
Page 10, Line 8required to attend the meetings and hearings specified in
Page 10, Line 9subsection (5) of this section during the 2025 interim. If a
Page 10, Line 10legislative member of the subcommittee attends a meeting or
Page 10, Line 11hearing specified in subsection (5) of this section during the 2025
Page 10, Line 12interim, the legislative member is not entitled to per diem
Page 10, Line 13compensation. The subcommittee is not required to comply with
Page 10, Line 14the review and reporting requirements set forth in subsection (4) of this section during the 2025 interim.
Page 10, Line 15(b) This subsection (7) is repealed, effective July 1, 2026.

Page 10, Line 21the committee shall not meet during the 2025 interim. This subsection (2)(a)(I)(B) is repealed, effective July 1, 2026.

Page 11, Line 3purposes of any introduction deadlines or bill limitations imposed by the joint rules of the general assembly.

Page 11, Line 6(B) This subsection (2)(d)(II) is repealed, effective July 1, 2026.
Page 11, Line 7(e) (I) On or before January 1 of each year, the committee shall
Page 11, Line 8submit, and make publicly available on its website, a report to the general
Page 11, Line 9assembly. The annual report must briefly summarize the study issues,
Page 11, Line 10recommendations considered, and any actions taken by the committee and
Page 11, Line 11the task force during the previous year. The report must comply with the
Page 11, Line 12provisions of section 24-1-136 (9). Notwithstanding section 24-1-136
Page 11, Line 13(11)(a)(I), the requirement in this section to report to the general assembly continues indefinitely.
Page 11, Line 14(II) (A) The committee shall not submit a report on or before January 1, 2026.
Page 11, Line 15(B) This subsection (2)(e)(II) is repealed effective, July 1, 2026.
Page 11, Line 16SECTION 14. In Colorado Revised Statutes, 39-26-802, amend (3) and (5) as follows:
Page 11, Line 1739-26-802. Sales and use tax simplification task force -
Page 11, Line 18creation - definitions - repeal. (3) (a) Starting in 2021, the task force
Page 11, Line 19shall meet at least eight times, with the first meeting occurring no later
Page 12, Line 1than July 16, 2021. Task force meetings shall be open to the public, and the task force shall solicit the testimony of the members of the public.
Page 12, Line 2(b) (I) Notwithstanding subsection (3)(a) of this section, the task force shall not meet during the 2025 interim.
Page 12, Line 3(II) This subsection (3)(b) is repealed, effective July 1, 2026.
Page 12, Line 4(5) (a) No later than November 1, 2021, and no later than each
Page 12, Line 5November 1 thereafter, the task force shall make a report to the legislative
Page 12, Line 6council created in section 2-3-301 that may or may not include recommendations for legislation.
Page 12, Line 7(b) (I) Notwithstanding subsection (5)(a) of this section, the task force shall not make a report for the 2025 interim.
Page 12, Line 8(II) This subsection (5)(b) is repealed, effective July 1, 2026.
Page 12, Line 9SECTION 15. Safety clause. The general assembly finds,
Page 12, Line 10determines, and declares that this act is necessary for the immediate
Page 12, Line 11preservation of the public peace, health, or safety or for appropriations for
Page 12, Line 12the support and maintenance of the departments of the state and state institutions.
