After consideration on the merits, the Committee recommends the following:
HB26-1096 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:

Page 1, Line 8(II) Whether the direct primary health-care provider was
Page 1, Line 9enrolled in the Colorado medical assistance program and
Page 1, Line 10disenrolled in the Colorado medical assistance program
Page 1, Line 11between August 12, 2026, and November 1, 2028, and started
Page 1, Line 12providing direct primary care services to members during that
Page 1, Line 13time.
Page 1, Line 14(b) On or before January 1, 2029, the state department
Page 1, Line 15shall include as part of its "SMART Act" presentation required
Page 1, Line 16by section 2-7-203 information that is readily available on:
Page 1, Line 17(I) The number of members served by direct primary
Page 1, Line 18health-care providers as reported by the direct primary
Page 1, Line 19health-care providers pursuant to subsection (7)(a) of this
Page 1, Line 20section;
Page 1, Line 21(II) The number of primary care providers who were
Page 1, Line 22enrolled in the Colorado medical assistance program and
Page 1, Line 23reported to the state department pursuant to subsection (7)(a)
Page 1, Line 24that they disenrolled in the Colorado medical assistance
Page 1, Line 25program between August 12, 2026, and November 1, 2028;
Page 1, Line 26(III) The number of primary care providers who were
Page 1, Line 27enrolled in the Colorado medical assistance program before
Page 2, Line 1August 12, 2026; and
