Under current law, a local education provider is required to ensure that a preschool or kindergarten student receives an individualized readiness plan (plan).
The bill makes it optional for local education providers to provide these plans to students who receive proficient scores on a school readiness assessment and a kindergarten reading assessment.

Page 2, Line 6(1) (c) Notwithstanding subsection (1)(a) of this section, a
Page 2, Line 7local education provider is not required to ensure that a
Page 2, Line 8student receives an individualized readiness plan as described in
Page 2, Line 9subsection (1)(a) of this section if the student meets proficiency
Page 2, Line 10standards on:
Page 2, Line 11(I) Each assessment administered pursuant to subsection
Page 2, Line 12(1)(b) of this section; and
Page 2, Line 13(II) The kindergarten reading assessment administered
Page 2, Line 14pursuant to section 22-7-1205.

Page 2, Line 20a reading assessment to students enrolled in kindergarten during the first
Page 2, Line 21ninety days of the school year. If the local education provider administers
Page 2, Line 22the reading assessment within the first sixty days of the school year, it is
Page 2, Line 23not required to administer the literacy component of the school readiness
Page 2, Line 24assessment as provided in section 22-7-1014.

Page 3, Line 1takes effect at 12:01 a.m. on the day following the expiration of the
Page 3, Line 2ninety-day period after final adjournment of the general assembly (August
Page 3, Line 312, 2026, if adjournment sine die is on May 13, 2026); except that, if a
Page 3, Line 4referendum petition is filed pursuant to section 1 (3) of article V of the
Page 3, Line 5state constitution against this act or an item, section, or part of this act
Page 3, Line 6within such period, then the act, item, section, or part will not take effect
Page 3, Line 7unless approved by the people at the general election to be held in
Page 3, Line 8November 2026 and, in such case, will take effect on the date of the
Page 3, Line 9official declaration of the vote thereon by the governor.
