(Note: This summary applies to this bill as introduced and does not reflect any amendments that may be subsequently adopted. Joint Budget Committee. The general assembly recognizes that for the 2024-25 budget year the actual funded pupil count is higher than anticipated when the appropriation was established in the 2024 legislative session for total program funding for the 2024-25 budget year.
In addition, local property tax revenue and specific ownership tax revenue are lower than anticipated, resulting in a decrease in the local share of total program funding for the 2024-25 budget year.
The bill declares the general assembly's intent to increase the state share of districts' total program funding by $64,076,611 for the 2024-25 budget year.
The bill adjusts a repeal date for the total program reserve fund.
Page 2, Line 1Be it enacted by the General Assembly of the State of Colorado:
Page 2, Line 2SECTION 1. Legislative declaration. (1) The general assembly finds and declares that:
Page 2, Line 3(a) For the 2024-25 budget year, the actual funded pupil count is
Page 2, Line 4higher than anticipated when the appropriation was established in the

Page 2, Line 7anticipated when appropriations were established in the 2024 legislative session.
Page 2, Line 8(b) Based on actual local property tax revenue and specific

Page 2, Line 11anticipated when the appropriations were established in the 2024 legislative session.
Page 2, Line 12(2) Therefore, it is the general assembly's intent to increase the
