After consideration on the merits, the Committee recommends the following:
HB26-1326 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:

Page 1, Line 4year, $298,448 is appropriated to the department of regulatory agencies.
Page 1, Line 5This appropriation consists of $223,448 from the public utilities
Page 1, Line 6commission fixed utility fund created in section 40-2-114 (1)(b)(II),
Page 1, Line 7C.R.S., and $75,000 from the public utilities commission motor carrier
Page 1, Line 8fund created in section 40-2-110.5 (6), C.R.S. To implement this act, the
Page 1, Line 9department may use this appropriation as follows:
Page 1, Line 10(a) $232,712, including $157,712 from the fixed utility fund and
Page 1, Line 11$75,000 from the motor carrier fund, for use by the public utilities
Page 1, Line 12commission for personal services, which amount is based on an
Page 1, Line 13assumption that the commission will require an additional 1.6 FTE;
Page 1, Line 14(b) $16,048 from the fixed utility fund for use by the public
Page 1, Line 15utilities commission for operating expenses; and
Page 1, Line 16(c) $49,688 from the fixed utility fund for the purchase of legal
Page 1, Line 17services.
Page 1, Line 18(2) For the 2026-27 state fiscal year, $49,688 is appropriated to
Page 1, Line 19the department of law. This appropriation is from reappropriated funds
Page 1, Line 20received from the department of regulatory agencies under subsection
Page 1, Line 21(1)(c) of this section and is based on an assumption that the department
Page 1, Line 22of law will require an additional 0.2 FTE. To implement this act, the
Page 1, Line 23department of law may use this appropriation to provide legal services for
Page 1, Line 24the department of regulatory agencies.".
