Bill Summary
(Note: This summary applies to this bill as introduced and does not reflect any amendments that may be subsequently adopted. If this bill passes third reading in the house of introduction, a bill summary that applies to the reengrossed version of this bill will be available at http://leg.colorado.gov.)
The bill exempts quantum computing devices and quantum sensing devices from the "Consumer Repair Bill of Rights Act".

Page 2, Line 4exemptions. (5) With respect to digital electronic equipment, this part 15 does not apply to:
Page 2, Line 5(o) Quantum computing devices that, for the purpose of
Page 2, Line 6performing calculations, simulations, or information processing tasks:
Page 2, Line 7(I) Perform computational tasks by coherently
Page 2, Line 8manipulating quantum bits through quantum phenomena such as superposition, entanglement, or interference; and
Page 2, Line 9(II) Execute computational operations by manipulating
Page 2, Line 10and measuring quantum information carriers, including
Page 2, Line 11quantum bits, through the controlled application of quantum
Page 2, Line 12mechanical phenomena, such as superposition, entanglement, quantum tunneling, and quantum interference; or
Page 2, Line 13(p) Quantum sensing devices that exploit quantum
Page 2, Line 14mechanical phenomena, such as quantum coherence,
Page 2, Line 15entanglement, quantized energy states, quantum squeezing, or
Page 2, Line 16quantum state superposition, to detect, measure, or monitor
Page 2, Line 17physical quantities, environmental parameters, or external
Page 2, Line 18stimuli with precision approaching or exceeding the standard quantum limit.
Page 2, Line 19SECTION 3. Act subject to petition - effective date. This act
Page 2, Line 20takes effect January 1, 2026; except that, if a referendum petition is filed
