The bill prohibits a person from selling, offering for sale, manufacturing, or distributing cultivated meat (prohibition), which is defined as a food product produced from animal cells that are grown in a laboratory setting in a controlled environment. A person that violates the prohibition is subject to certain civil penalties and commits a petty offense. The bill also allows the department of public health and environment or a county or district public health agency to suspend or revoke the license of a retail food establishment that violates the prohibition.

Page 2, Line 9(c) Agriculture remains the lifeblood of rural Colorado, driving
Page 2, Line 10local economies while preserving a rich heritage that rural Coloradans
Page 2, Line 11embrace with pride; and
Page 2, Line 12(d) This deep connection to the land and livestock defines the
Page 2, Line 13state's communities, ensuring that the legacy of Colorado agriculture
Page 2, Line 14continues to thrive.
Page 2, Line 15(2) The general assembly therefore declares that a prohibition on
Page 2, Line 16the sale, manufacture, or distribution of cultivated meat in the state is
Page 2, Line 17necessary to preserve and protect the significant and rich legacy of
Page 2, Line 18agriculture and ranching in the state.

Page 4, Line 26general assembly; except that, if a referendum petition is filed pursuant
Page 4, Line 27to section 1 (3) of article V of the state constitution against this act or an
Page 5, Line 1item, section, or part of this act within such period, then the act, item,
Page 5, Line 2section, or part will not take effect unless approved by the people at the
Page 5, Line 3general election to be held in November 2026 and, in such case, will take
Page 5, Line 4effect on the date of the official declaration of the vote thereon by the
Page 5, Line 5governor.
