Page 1, Line 1WHEREAS, Section 5 (2)(a)(I) of article XXIX of the state
Page 1, Line 2constitution requires the Colorado Senate to appoint one member to the
Page 1, Line 3Independent Ethics Commission created in section 5 (1) of said article,
Page 1, Line 4hereafter referred to as the "Commission", and section 24-18.5-101 (2)(a),
Page 1, Line 5Colorado Revised Statutes, directs the Senate President to appoint that
Page 1, Line 6member with the approval of two-thirds of the members elected to the Senate; and

Page 1, Line 8WHEREAS, Pursuant to this authority, Senate President James
Page 1, Line 9Coleman has appointed Cyril Vidergar to succeed Commissioner Cole
Page 1, Line 10Wist as the Senate appointee to the Commission for a four-year term commencing July 1, 2025; and
Page 1, Line 11WHEREAS, Cyril Vidergar, a resident of Fort Collins, Colorado,
Page 1, Line 12is a well-respected and experienced attorney, currently serving as Senior
Page 1, Line 13Assistant City Attorney for the city of Loveland after serving the city of
Page 1, Line 14Fort Collins as an assistant city attorney for eleven years; and
Page 2, Line 1
Page 2, Line 2WHEREAS, In his dozen years as a city attorney, Mr. Vidergar
Page 2, Line 3advises city officials on complex municipal legal, regulatory, and
Page 2, Line 4procedural matters in the areas of utility services, telecommunications, land use planning, and engineering practices; and

Page 2, Line 6WHEREAS, Before serving as an assistant city attorney, Mr.
Page 2, Line 7Vidergar represented municipalities in land use, utility, and oil and gas
Page 2, Line 8litigation and appeals and formed and advised various
Page 2, Line 9quasi-governmental metropolitan, water and sanitation, and road districts; and

Page 2, Line 11WHEREAS, Mr. Vidergar's legal experience has given him an
Page 2, Line 12appreciation for the balance required for the citizen oversight of
Page 2, Line 13government officials protected in the state constitution and the Colorado Revised Statutes; and

Page 2, Line 15WHEREAS, Mr. Vidergar has been and remains an active member
Page 2, Line 16of the legal and nonlegal communities, serving as a volunteer mediator
Page 2, Line 17for the small claims division in the eighth judicial district, serving on the
Page 2, Line 18Civil Rights and Mock Trial Committees of the Colorado Bar
Page 2, Line 19Association, guest lecturing at Front Range Community College,
Page 2, Line 20co-chairing the Young Attorneys subcommittee of the American Bar
Page 2, Line 21Association Litigation Ethics Committee, and serving as President of the Mountain Sage Community School Board of Directors; and

Page 2, Line 23WHEREAS, Mr. Vidergar also writes a monthly column in the
Page 2, Line 24Longmont Times-Call newspaper and has had numerous articles
Page 2, Line 25published in local and legal publications regarding various local government and business law topics; and

Page 2, Line 27WHEREAS, On the basis of his dedicated public service both as
Page 2, Line 28an assistant city attorney and in representing governmental and
Page 2, Line 29quasi-governmental entities in the state and his engagement and
Page 2, Line 30involvement in the legal and local communities, Mr. Vidergar has
Page 2, Line 31demonstrated the temperament and personal qualities that will enable him
Page 2, Line 32to serve as a respected member of the Independent Ethics Commission in
Page 2, Line 33an exemplary manner and in a way that will reflect well upon the Senate,
Page 2, Line 34the Colorado General Assembly, and the State of Colorado; now, therefore,

Page 2, Line 36Be It Resolved by the Senate of the Seventy-fifth General Assembly of the State of Colorado:
