After consideration on the merits, the Committee recommends the following:

Page 1, Line 9(b) The cash funds appropriation from the healthcare affordability
Page 1, Line 10and sustainability hospital provider fee cash fund created in section 25.5-
Page 1, Line 114-402.4 (5)(a), C.R.S., is decreased by $124,822.
Page 1, Line 12(2) The decrease of the appropriations in subsection (1) of this
Page 1, Line 13section is based on the assumption that the anticipated amount of federal
Page 1, Line 14funds received for the 2026-27 state fiscal year by the department of
Page 1, Line 15health care policy and financing for medical and long-term care services
Page 1, Line 16for Medicaid eligible individuals will decrease by $1,458,735.

Page 2, Line 2SECTION 10. Appropriation. For the 2026-27 state fiscal year,

Page 2, Line 4environment for use by the health facilities and emergency medical
Page 2, Line 5services division. This appropriation is from the general fund. To
Page 2, Line 6implement this act, the division may use this appropriation for

Page 2, Line 8SECTION 11. Effective date. This act takes effect upon passage;
Page 2, Line 9except that section 9 of this act takes effect only if the annual general
Page 2, Line 10appropriation act for the 2026-27 state fiscal year becomes law, in which
Page 2, Line 11case section 9 takes effect upon the effective date of this act or of the
Page 2, Line 12annual general appropriation act for state fiscal year 2026-27, whichever
Page 2, Line 13is later.".
