Page 1, Line 4investigating workplace harassment complaints, took a photograph of a
Page 1, Line 5colleague, without her knowledge, while she stood in the well of the
Page 1, Line 6House chamber to debate her bill, and former Representative Ryan
Page 1, Line 7Armagost immediately shared that photograph in a Republican caucus
Page 1, Line 8group chat with comments that were subsequently deleted, prompting
Page 1, Line 9degrading and sexualizing remarks from multiple legislators who
Page 1, Line 10compared their colleague to a prostitute and stripper, made jokes about the "oldest profession", and further mocked her appearance; and

Page 1, Line 12WHEREAS, That photograph was subsequently disseminated on
Page 1, Line 13social media by anonymous accounts, accompanied by vulgar
Page 1, Line 14commentary, and comments on the social media posts quickly escalated
Page 1, Line 15into racist and misogynistic attacks, rape threats, and violent threats directed against the colleague and her young children; and

Page 1, Line 17WHEREAS, Former Representative Ryan Armagost's conduct was
Page 2, Line 1a violation of the General Assembly's Workplace Expectations Policy,
Page 2, Line 2which applied to him as a member, a member who was a leader of his
Page 2, Line 3caucus and the Chair of the House Workplace Harassment Committee, a
Page 2, Line 4position charged with upholding the very standards of safety and respect that his actions undermined; and

Page 2, Line 6WHEREAS, Former Representative Ryan Armagost announced
Page 2, Line 7his resignation on August 21, 2025, shortly after news of a resolution to
Page 2, Line 8censure him became public, and his resignation does not erase the harm caused; and

Page 2, Line 10WHEREAS, The House of Representatives declares that former
Page 2, Line 11Representative Ryan Armagost behaved inappropriately and failed to
Page 2, Line 12uphold the honor, dignity, and respect of the House of Representatives, which reflects poorly upon the state of Colorado and its citizens; and

Page 2, Line 14WHEREAS, The House of Representatives finds that such conduct
Page 2, Line 15can create an unsafe and hostile workplace and can have a chilling effect on women serving in elected office; and

Page 2, Line 18Representative Ryan Armagost failed to uphold decorum of the House of
Page 2, Line 19Representatives, and his actions were unbecoming of a member of this body; now, therefore,

Page 2, Line 21Be It Resolved by the House of Representatives of the Seventy-fifth General Assembly of the State of Colorado:

Page 2, Line 24former Representative Ryan Armagost as conduct incompatible with the dignity of this body; and

Page 2, Line 26(2) That the House of Representatives affirms its ongoing
Page 2, Line 27responsibility to provide a safe, respectful, and professional workplace for
Page 2, Line 28all members, staff, and visitors and declares that harassment and misogyny will never be tolerated in this body; and

Page 2, Line 30(3) That every member of the House of Representatives commits
Page 2, Line 31to treating colleagues with dignity and respect, ensuring that
Page 2, Line 32disagreements remain rooted in policy and debate rather than in personal attacks, harassment, or demeaning conduct.
