Bill Summary

Executive Committee of the Legislative Council. The bill suspends legislative interim committee activities during the 2025 legislative interim (interim). Specifically, the bill:
- Prohibits the legislative council of the general assembly from prioritizing any requests for interim committees, including task forces, for the interim;
- Limits the Colorado youth advisory council review committee (committee) to meeting once in the 2025 interim, to receive the report from the youth advisory council (council), prohibits the committee and council from meeting or presenting bills in the 2026 interim, and precludes the council from contracting with a nonprofit organization to provide services for the council in the 2025-26 and 2026-27 fiscal years;
- Prohibits meetings, field trips, and legislative recommendations and reports by, and suspends for one year certain reports required to be submitted to, existing interim committees, including the legislative emergency preparedness, response, and recovery committee; legislative oversight committee for Colorado jail standards; statewide health care review committee; Colorado health insurance exchange oversight committee; opioid and other substance use disorders study committee; legislative oversight committee concerning the treatment of persons with behavioral health disorders in the criminal and juvenile justice systems; pension review commission and pension review subcommittee; legislative oversight committee concerning tax policy; and sales and use tax simplification task force.

Page 2, Line 4(3) (e) (I) Notwithstanding any provision of this section, the
Page 2, Line 5legislative council shall not prioritize any interim committees
Page 2, Line 6or approve any task forces for the 2025 interim. Nothing in this
Page 2, Line 7subsection (3)(e) prohibits the executive committee of the
Page 2, Line 8legislative council, whether before or after the general
Page 2, Line 9assembly has adjourned, from approving an interim committee by
Page 2, Line 10resolution for the 2025 interim in the manner specified in
Page 2, Line 11subsection (3)(c) of this section.
(II) This subsection (3)(e) is repealed, effective July 1, 2026.

hereby created a legislative emergency preparedness,Page 3, Line 16response, and recovery committee. The legislative committee shall
Page 3, Line 17develop a plan for the response by, and continuation of operations of, the
Page 3, Line 18general assembly and the legislative service agencies in the event of an
Page 3, Line 19emergency epidemic or disaster. The legislative committee shall
Page 3, Line 20cooperate and coordinate with the division, the department, and the
Page 3, Line 21GEEERC in developing the plan. The legislative committee shall develop
Page 4, Line 1and submit the plan to the speaker of the house of representatives, the
Page 4, Line 2president of the senate, the governor, the executive director of the
Page 4, Line 3department, the director of the division, and the GEEERC no later than
Page 4, Line 4July 1, 2011. The legislative committee shall meet at least annually to
Page 4, Line 5review and amend the plan as necessary and shall provide any updated
Page 4, Line 6plan to the persons or entities specified in this
paragraph (a) subsectionPage 4, Line 7(1)(a)(I). The legislative committee may recommend legislation
Page 4, Line 8pertaining to the preparedness, response, and recovery by, and
Page 4, Line 9continuation of operations of, the general assembly and the legislative

Page 6, Line 14interim and legislative members of the subcommittee are not
Page 6, Line 15required to attend the meetings and hearings specified in
Page 6, Line 16subsection (5) of this section during the 2025 interim. If a
Page 6, Line 17legislative member of the subcommittee attends a meeting or
Page 6, Line 18hearing specified in subsection (5) of this section during the 2025
Page 6, Line 19interim, the legislative member is not entitled to per diem
Page 6, Line 20compensation. The subcommittee is not required to comply with
Page 6, Line 21the review and reporting requirements set forth in subsection (4) of this section during the 2025 interim.
Page 6, Line 22(b) This subsection (7) is repealed, effective July 1, 2026.

Page 7, Line 11(B) This subsection (2)(d)(II) is repealed, effective July 1, 2026.
Page 7, Line 12(e) (I) On or before January 1 of each year, the committee shall
Page 7, Line 13submit, and make publicly available on its website, a report to the general
Page 7, Line 14assembly. The annual report must briefly summarize the study issues,
Page 7, Line 15recommendations considered, and any actions taken by the committee and
Page 7, Line 16the task force during the previous year. The report must comply with the
Page 7, Line 17provisions of section 24-1-136 (9). Notwithstanding section 24-1-136
Page 7, Line 18(11)(a)(I), the requirement in this section to report to the general assembly continues indefinitely.
Page 7, Line 19(II) (A) The committee shall not submit a report on or
Page 7, Line 20before January 1, 2026.
Page 8, Line 1(B) This subsection (2)(e)(II) is repealed effective, July 1, 2026.
Page 8, Line 2SECTION 10. In Colorado Revised Statutes, 39-26-802, amend (3) and (5) as follows:
Page 8, Line 339-26-802. Sales and use tax simplification task force -
Page 8, Line 4creation - definitions - repeal. (3) (a) Starting in 2021, the task force
Page 8, Line 5shall meet at least eight times, with the first meeting occurring no later
Page 8, Line 6than July 16, 2021. Task force meetings shall be open to the public, and the task force shall solicit the testimony of the members of the public.
Page 8, Line 7(b) (I) Notwithstanding subsection (3)(a) of this section, the task force shall not meet during the 2025 interim.
Page 8, Line 8(II) This subsection (3)(b) is repealed, effective July 1, 2026.
Page 8, Line 9(5) (a) No later than November 1, 2021, and no later than each
Page 8, Line 10November 1 thereafter, the task force shall make a report to the legislative
Page 8, Line 11council created in section 2-3-301 that may or may not include recommendations for legislation.
Page 8, Line 12(b) (I) Notwithstanding subsection (5)(a) of this section, the task force shall not make a report for the 2025 interim.

Page 9, Line 9SECTION 13. Appropriation - adjustments to 2025 legislative
Page 9, Line 10appropriation bill. (1) To implement this act, the total and general fund
Page 9, Line 11appropriations made to the legislative department in Senate Bill 25-188 for the 2025-26 state fiscal year are decreased by$267,807as follows:
Page 9, Line 12(a) The total and general fund appropriations for use by the general assembly are decreased by$17,424;
Page 9, Line 13(b) The total and general fund appropriations for use by the
Page 9, Line 14legislative council are decreased by $137,042, and the related FTE is decreased by 1.9 FTE; and
Page 9, Line 15(c) The general fund appropriation for use by the committee on
Page 9, Line 16legal services is decreased by $113,341, and the related FTE is decreased by 1.5 FTE.
Page 9, Line 17SECTION 14. Safety clause. The general assembly finds,
Page 9, Line 18determines, and declares that this act is necessary for the immediate
Page 9, Line 19preservation of the public peace, health, or safety or for appropriations for
Page 10, Line 1the support and maintenance of the departments of the state and state institutions.
