Bill Summary

The bill tasks the statewide health care review interim committee with studying health-care billing practices across the state during the 2025 interim to:
- Deduce whether patients across the state are receiving timely billing for health-care services, and if not, determine why; and
- Consider potential legislative changes to ensure that patients across the state are guaranteed timely billing for health-care services.
- A brief recap of the committee's meetings;
- The committee's findings; and
- Recommendations, if any, regarding legislative measures that may be taken to improve health-care billing practices to ensure that patients receive timely billing for health-care services.
The committee may meet up to 4 times during the 2025 interim to complete this study and must, within 90 days after their final meeting, submit to the legislative committees with jurisdiction over health matters a report that contains:

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, 10-16-221, add (1.5) as follows:
Page 2, Line 310-16-221. Statewide health care review committee - creation
Page 2, Line 4- membership - duties - repeal. (1.5) (a) During the 2025 interim,
Page 2, Line 5the committee shall meet to study billing practices of
Page 2, Line 6health-care providers, health facilities, and health insurance carriers across the state.
Page 2, Line 7(b) The purpose of this committee study is to examine current health-care billing practices to:
Page 2, Line 8(I) Deduce whether patients across the state are
Page 2, Line 9receiving timely billing for health-care services, and if not, determine why; and
Page 2, Line 10(II) Consider potential legislative changes to ensure that
Page 2, Line 11patients across the state are guaranteed timely billing for health-care services.
Page 2, Line 13(c) No later than ninety days following the final
Page 3, Line 1committee meeting of the 2025 interim, the committee shall
Page 3, Line 2submit a report to the office of the governor, the house of
Page 3, Line 3representatives health and human services committee, and the
Page 3, Line 4senate health and human services committee, or their successor committees, regarding the study. The report must contain:
Page 3, Line 5(I) A summary of the committee's meetings, including who attended, who presented, and what topics were discussed;
Page 3, Line 6(II) The committee's findings; and
Page 3, Line 7(III) The committee's recommendations, if any, for
Page 3, Line 8legislative or other measures that may be taken to improve
Page 3, Line 9health-care billing practices across the state to ensure patients receive timely billing for health-care services.
Page 3, Line 10(d) This subsection (1.5) is repealed, effective July 1, 2026.
Page 3, Line 11SECTION 2. Act subject to petition - effective date. This act
Page 3, Line 12takes effect at 12:01 a.m. on the day following the expiration of the
Page 3, Line 13ninety-day period after final adjournment of the general assembly; except
Page 3, Line 14that, if a referendum petition is filed pursuant to section 1 (3) of article V
Page 3, Line 15of the state constitution against this act or an item, section, or part of this
Page 3, Line 16act within such period, then the act, item, section, or part will not take
Page 3, Line 17effect unless approved by the people at the general election to be held in
Page 3, Line 18November 2026 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
