Page 1, Line 81 each year thereafter, the department shall prepare a report on CCCAP.

Page 1, Line 9Notwithstanding section 24-1-136 (11)(a)(I), the department shall provide

Page 1, Line 10the report to the joint budget committee of the general assembly, the

Page 1, Line 11public and behavioral health and human services committee of the house

Page 1, Line 12of representatives, and the health and human services committee of the

Page 1, Line 13senate, or any successor committees. The report must include, at a

Page 1, Line 14minimum, the following information related to benchmarks of success for

Page 1, Line 16(i)  An estimate of unmet need for CCCAP in each county and

Page 1, Line 17throughout the state based on estimates of the number of children and

Page 1, Line 18families who are likely to be eligible for CCCAP in each county but who

Page 1, Line 19are not enrolled in CCCAP, disaggregated by estimated ages from birth

Page 1, Line 20through thirteen years of age; and

Page 1, Line 21(j)  Beginning with the report submitted November 1, 2024, and

Page 1, Line 22in each annual report thereafter:

Page 1, Line 23(V)  An explanation of the quality incentives made available to

Page 1, Line 24providers; and

Page 1, Line 25(k)  Beginning with the report submitted November 1, 2026,

Page 1, Line 26and in each annual report thereafter:

Page 2, Line 1(I)  The total amount of CCCAP allocation that is spent by

Page 2, Line 2the department and each county on:

Page 2, Line 3(A)  Administrative expenses, including salaries and

Page 2, Line 4operating expenses of staff who perform administrative

Page 2, Line 5functions;

Page 2, Line 6(B)  County indirect expenses, charged in accordance with

Page 2, Line 7county cost allocation plans;

Page 2, Line 8(C)  Program implementation costs that are reported as

Page 2, Line 9nondirect services in accordance with federal child care

Page 2, Line 10development fund regulations, such as salaries and operating

Page 2, Line 11expenses for caseworkers to complete eligibility determination

Page 2, Line 12and redetermination, error rate reviews and compliance, and

Page 2, Line 13other program activities necessary to operate the program; and

Page 2, Line 14(C)  Direct service expenses.".
