The bill exempts quantum computing devices and quantum sensing devices from the "Consumer Repair Bill of Rights Act".

Page 2, Line 1SECTION 1. In Colorado Revised Statutes, 6-1-1503, add (5)(o) and (5)(p) as follows:
Page 2, Line 26-1-1503. Manufacturer obligations regarding services -
Page 2, Line 3exemptions. (5) With respect to digital electronic equipment, this part 15 does not apply to:
Page 2, Line 4(o) Quantum computing devices that, for the purpose of
Page 2, Line 5performing calculations, simulations, or information processing tasks:
Page 2, Line 6(I) Perform computational tasks by coherently
Page 2, Line 7manipulating quantum bits through quantum phenomena such as superposition, entanglement, or interference; and
Page 2, Line 8(II) Execute computational operations by manipulating
Page 2, Line 9and measuring quantum information carriers, including
Page 2, Line 10quantum bits, through the controlled application of quantum
Page 2, Line 11mechanical phenomena, such as superposition, entanglement, quantum tunneling, and quantum interference; or
Page 2, Line 12(p) Quantum sensing devices that exploit quantum
Page 2, Line 13mechanical phenomena, such as quantum coherence,
Page 2, Line 14entanglement, quantized energy states, quantum squeezing, or
Page 2, Line 15quantum state superposition, to detect, measure, or monitor
Page 2, Line 16physical quantities, environmental parameters, or external
Page 2, Line 17stimuli with precision approaching or exceeding the standard quantum limit.
Page 2, Line 18SECTION 2. Act subject to petition - effective date. This act
Page 2, Line 19takes effect January 1, 2026; except that, if a referendum petition is filed
Page 2, Line 20pursuant to section 1 (3) of article V of the state constitution against this
Page 2, Line 21act or an item, section, or part of this act within the ninety-day period
Page 3, Line 1after final adjournment of the general assembly, then the act, item,
Page 3, Line 2section, or part will not take effect unless approved by the people at the
Page 3, Line 3general election to be held in November 2026 and, in such case, will take
Page 3, Line 4effect on the date of the official declaration of the vote thereon by the governor.
