The concurrent resolution submits a constitutional amendment to the voters of the state at the 2026 general election that will, if approved, add to the nonexclusive list of inalienable rights of all persons the right to direct the upbringing, education, and care of their children.

Page 2, Line 2SECTION 1. At the election held on November 3, 2026, the
Page 2, Line 3secretary of state shall submit to the registered electors of the state the
Page 2, Line 4ballot title set forth in section 2 for the following amendment to the state constitution:
Page 2, Line 5In the constitution of the state of Colorado, amend section 3 of article II as follows:
Page 2, Line 6Section 3. Inalienable rights. All persons have certain natural,
Page 2, Line 7essential and inalienable rights, among which may be reckoned the right
Page 2, Line 8of enjoying and defending their lives and liberties; of acquiring,
Page 2, Line 9possessing and protecting property; of directing the upbringing,
Page 2, Line 10education, and care of their children; and of seeking and obtaining their safety and happiness.
Page 2, Line 11SECTION 2. Each elector voting at the election may cast a vote
Page 2, Line 12either "Yes/For" or "No/Against" on the following ballot title: "Shall
Page 2, Line 13there be an amendment to the Colorado constitution concerning a person's inalienable rights related to their children?"

Page 2, Line 15Colorado Revised Statutes, if at least fifty-five percent of the electors
