The bill requires the division of criminal justice (division) in the department of public safety to apply for and accept and expend federal or other available grant money to improve the state's response to mass shootings, including grant money to support services for victims of mass shootings.

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, 24-33.5-102, add (5) as follows:
Page 2, Line 324-33.5-102. Definitions. As used in this article 33.5, unless the context otherwise requires:
Page 2, Line 4(5) "Mass shooting" means a shooting in which at least
Page 2, Line 5four people, other than the individual or individuals alleged to
Page 2, Line 6have committed the shooting, are injured or killed with a
Page 2, Line 7firearm by the individual or individuals alleged to have committed the shooting.
Page 2, Line 8SECTION 2. In Colorado Revised Statutes, 24-33.5-503, add (1)(e.5) as follows:
Page 2, Line 924-33.5-503. Duties of division. (1) The division has the following duties:
Page 2, Line 10(e.5) To apply for and accept and expend federal or other
Page 2, Line 11available grant money to improve the state's response to mass
Page 2, Line 12shootings, including money to support services for victims of mass shootings;
Page 2, Line 13SECTION 3. Act subject to petition - effective date. This act
Page 2, Line 14takes effect at 12:01 a.m. on the day following the expiration of the
Page 2, Line 15ninety-day period after final adjournment of the general assembly; except
Page 2, Line 16that, if a referendum petition is filed pursuant to section 1 (3) of article V
Page 2, Line 17of the state constitution against this act or an item, section, or part of this
Page 2, Line 18act within such period, then the act, item, section, or part will not take
Page 2, Line 19effect unless approved by the people at the general election to be held in
Page 3, Line 1November 2026 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
