The bill authorizes the legislative council to approve agreements between the director of research of the legislative council and nonpartisan organizations to place nonpartisan legislative policy fellows (fellows) in the legislative council staff. The bill also specifies the types of work that fellows may do, requires the director of research to retain supervisory authority over fellows, including over the terms and conditions of the fellowship, and requires any work product produced by a fellow during the fellowship to remain the property of the general assembly during and after the conclusion of the fellowship.

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, 2-3-303, amend (1) introductory portion; and add (1)(h) as follows:

Page 2, Line 4addition to any other powers and duties set forth in law, the council
shall have has the following powers and duties:Page 2, Line 5(h) To approve agreements between the director of
Page 2, Line 6research of the legislative council and nonpartisan
Page 2, Line 7organizations to place nonpartisan legislative policy fellows
Page 2, Line 8in the legislative council staff to conduct policy-related
Page 2, Line 9research; prepare policy, fiscal, economic, or technological
Page 2, Line 10analyses; support legislators and committees; and complete
Page 2, Line 11other assignments or projects as directed by the director of
Page 2, Line 12research. The council shall not approve any agreement between
Page 2, Line 13the director of research of the legislative council and a
Page 2, Line 14nonpartisan organization that is registered as a lobbyist with
Page 2, Line 15the secretary of state to place a nonpartisan legislative policy
Page 2, Line 16fellow in the legislative council staff. An agreement entered
Page 2, Line 17into by the director of research and approved by the council
Page 2, Line 18pursuant to this subsection (1)(h) must ensure that the director
Page 2, Line 19of research retains supervisory authority over fellows placed
Page 2, Line 20within the legislative council staff, including over the terms
Page 2, Line 21and conditions of the fellowship. An agreement must also
Page 3, Line 1specify that any work product produced by a fellow during the
Page 3, Line 2fellowship remains the property of the general assembly during and after the conclusion of the fellowship.
Page 3, Line 3SECTION 2. Act subject to petition - effective date. This act
Page 3, Line 4takes effect at 12:01 a.m. on the day following the expiration of the
Page 3, Line 5ninety-day period after final adjournment of the general assembly; except
Page 3, Line 6that, if a referendum petition is filed pursuant to section 1 (3) of article V
Page 3, Line 7of the state constitution against this act or an item, section, or part of this
Page 3, Line 8act within such period, then the act, item, section, or part will not take
Page 3, Line 9effect unless approved by the people at the general election to be held in
Page 3, Line 10November 2026 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
