Sunset Process - Senate Business, Labor, and Technology Committee. The bill implements the recommendation of the department of regulatory agencies in its sunset review and report on the just transition advisory committee (advisory committee) to continue the advisory committee. The advisory committee is scheduled to repeal on September 1, 2025, but the bill continues the advisory committee indefinitely.

on the draft just transition plan recommended byPage 3, Line 13primarily on the advice of and recommendations from the just

pursuant to subsection (6) of thisPage 3, Line 15
section, and with the approval of the executive director of the departmentPage 3, Line 16and the executive director of the department of local affairs, on or before
Page 3, Line 17December 31, 2020, the director shall submit to the governor and the
Page 3, Line 18general assembly a just transition plan for Colorado. The director
Page 3, Line 19shall submit updates to the plan as needed. This plan, and any updates to the plan, must include, at a minimum:

hereby created the just transition advisoryPage 3, Line 21committee to develop and recommend a just transition plan for the state
Page 3, Line 22of Colorado and to advise the office of just transition concerning the office's role in implementing this part 5.

Three Five representatives of coal transition workers, atPage 4, Line 8least one of whom must work at a coal mine and at least one of whom must work at an electric utility;

Page 4, Line 10the advisory committee described in subsection (6)(e) of this
Page 4, Line 11section is as geographically diverse as possible, including members from each tier one transition community.
Page 4, Line 12(i) This subsection (6) is repealed, effective September 1,
2025Page 4, Line 132030. Before the repeal, this subsection (6) is scheduled for review in accordance with section 2-3-1203.
Page 4, Line 14SECTION 3. Act subject to petition - effective date. This act
Page 4, Line 15takes effect at 12:01 a.m. on the day following the expiration of the
Page 4, Line 16ninety-day period after final adjournment of the general assembly; except
Page 4, Line 17that, if a referendum petition is filed pursuant to section 1 (3) of article V
Page 4, Line 18of the state constitution against this act or an item, section, or part of this
Page 4, Line 19act within such period, then the act, item, section, or part will not take
Page 4, Line 20effect unless approved by the people at the general election to be held in
Page 5, Line 1November 2026 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
