After consideration on the merits, the Committee recommends the following:
SB26-141 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:

Page 1, Line 2 "SECTION 7. Appropriation. (1) For the 2026-27 state fiscal
Page 1, Line 3year, $53,516 is appropriated to the department of revenue for use by the
Page 1, Line 4division of motor vehicles. This appropriation is from the DRIVES cash
Page 1, Line 5fund created in section 42-1-211 (2)(a), C.R.S. To implement this act, the
Page 1, Line 6division may use this appropriation as follows:
Page 1, Line 7(a) $39,782 for DRIVES maintenance and support;
Page 1, Line 8(b) $3,403 for use by the division of motor vehicles for personal
Page 1, Line 9services related to vehicle services;
Page 1, Line 10(c) $4,715 for use by the executive director's office for personal
Page 1, Line 11services related to administration and support; and
Page 1, Line 12(d) $5,616 for payments to OIT.
Page 1, Line 13(2) For the 2026-27 state fiscal year, $778 is appropriated to the
Page 1, Line 14department of natural resources for use by the division of parks and
Page 1, Line 15wildlife. This appropriation is from the parks and outdoor recreation cash
Page 1, Line 16fund created in section 33-10-111 (1), C.R.S. To implement this act, the
Page 1, Line 17division may use this appropriation for state park operations.
Page 1, Line 18(3) For the 2026-27 state fiscal year, $778 is appropriated to the
Page 1, Line 19department of revenue for use by the division of motor vehicles. This
Page 1, Line 20appropriation is from reappropriated funds received from the department
Page 1, Line 21of natural resources under subsection (2) of this section. To implement
Page 1, Line 22this act, the division may use this appropriation to for DRIVES
Page 1, Line 23maintenance and support.
Page 1, Line 24(4) For the 2026-27 state fiscal year, $19,940 is appropriated to
Page 1, Line 25the department of law. This appropriation is from the legal services cash
Page 1, Line 26fund created in section 24-31-108 (4), C.R.S., from revenue received
Page 1, Line 27from the department of transportation that is continuously appropriated
Page 2, Line 1to the department of transportation from the collision prevention fund
Page 2, Line 2created in section 43-4-805 (3.5)(a), C.R.S. The appropriation to the
Page 2, Line 3department of law is based on an assumption that the department of law
Page 2, Line 4will require an additional 0.1 FTE. To implement this act, the department
Page 2, Line 5of law may use this appropriation to provide legal services for the
Page 2, Line 6department of transportation.".
