The bill creates the Colorado Eagles special license plate. To be issued a plate, an applicant must make a donation to the Colorado Eagles Charities, Inc., and pay the normal fees for a license plate plus 2 one-time fees of $25. One of the $25 fees is transferred to the highway users tax fund and the other is transferred to the Colorado DRIVES vehicle services account.

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, add 42-3-272 as
Page 2, Line 3follows:
Page 2, Line 442-3-272. Special plates - Colorado Eagles. (1) Beginning on
Page 2, Line 5January 1, 2026, or when the department is able to issue the
Page 2, Line 6plates, the department shall issue special license plates to
Page 2, Line 7qualified applicants in accordance with this section for
Page 2, Line 8motorcycles, passenger cars, trucks, or noncommercial or
Page 2, Line 9recreational motor vehicles that do not exceed sixteen
Page 2, Line 10thousand pounds empty weight.
Page 2, Line 11(2) (a) The Colorado Eagles license plate is established.
Page 2, Line 12(b) The department shall use a design from the Colorado
Page 2, Line 13Eagles, but the design must conform to department standards
Page 2, Line 14and be approved by the department.
Page 2, Line 15(3) (a) A person may apply for a Colorado Eagles license
Page 2, Line 16plate if the person pays the taxes and fees required under this
Page 2, Line 17section and provides to the department or an authorized agent
Page 2, Line 18a certificate issued by the Colorado Eagles Charities, Inc.,
Page 2, Line 19confirming that the applicant has made a donation to the
Page 2, Line 20organization. The organization may establish a minimum
Page 2, Line 21donation amount to qualify for the license plate.
Page 2, Line 22(b) To be eligible to qualify applicants for the Colorado
Page 2, Line 23Eagles license plate, the Colorado Eagles Charities, Inc., must
Page 2, Line 24file with the department an annual statement verifying that it
Page 2, Line 25is a nonprofit organization.
Page 2, Line 26(4) The amount of the taxes and fees for special license
Page 3, Line 1plates under this section is the same as the amount of the taxes
Page 3, Line 2and fees for regular motor vehicle license plates; except that
Page 3, Line 3the department shall collect:
Page 3, Line 4(a) A one-time special license plate issuance fee as
Page 3, Line 5specified in section 42-3-312; and
Page 3, Line 6(b) An additional one-time fee of twenty-five dollars for
Page 3, Line 7issuance or replacement of the license plate. The state
Page 3, Line 8treasurer shall transfer the additional one-time fee collected
Page 3, Line 9pursuant to this subsection (4)(b) to the highway users tax fund
Page 3, Line 10created in section 43-4-201.
Page 3, Line 11(5) An applicant may apply for personalized Colorado
Page 3, Line 12Eagles license plates. Upon payment of the additional fee
Page 3, Line 13required by section 42-3-211 (6)(a) for personalized license
Page 3, Line 14plates, the department may issue the plates if the applicant
Page 3, Line 15complies with section 42-3-211. If an applicant has existing
Page 3, Line 16personalized license plates for a motor vehicle, the applicant
Page 3, Line 17may transfer the combination of letters or numbers to a new set
Page 3, Line 18of Colorado Eagles license plates for the vehicle upon paying
Page 3, Line 19the fee required by section 42-3-211 (6)(a) and upon turning in the
Page 3, Line 20existing plates to the department. A person who has obtained
Page 3, Line 21personalized license plates under this subsection (5) must pay
Page 3, Line 22the annual fee imposed by section 42-3-211 (6)(b) to renew the
Page 3, Line 23personalized plates. The fees under this subsection (5) are in
Page 3, Line 24addition to all other applicable taxes and fees.
Page 3, Line 25SECTION 2. In Colorado Revised Statutes, amend 42-3-312 as
Page 3, Line 26follows:
Page 3, Line 2742-3-312. Special license plate surcharge. In addition to any
Page 4, Line 1other fee imposed by this article 3, an applicant for a special license plate
Page 4, Line 2created by rule in accordance with section 42-3-207, as the section existed
Page 4, Line 3when the plate was created, personalized plates issued under section
Page 4, Line 442-3-211, or special license plates issued under sections 42-3-212 to
Page 4, Line 542-3-214, sections 42-3-217 to 42-3-218, sections 42-3-221 to 42-3-234,
Page 4, Line 6sections 42-3-237 to 42-3-258, sections 42-3-260 to 42-3-265, and
Page 4, Line 7sections 42-3-267 to
42-3-271 42-3-272 shall pay an issuance fee ofPage 4, Line 8twenty-five dollars; except that the fee is not imposed on special license
Page 4, Line 9plates exempted from additional fees for the issuance of a military special
Page 4, Line 10license plate by section 42-3-213 (1)(b)(II). The

the money from the fee to the state treasurerwho shallcredit it transferPage 4, Line 12the fee to the Colorado DRIVES vehicle services account created in
Page 4, Line 13section 42-1-211 (2).
Page 4, Line 14SECTION 3. Act subject to petition - effective date. This act
Page 4, Line 15takes effect at 12:01 a.m. on the day following the expiration of the
Page 4, Line 16ninety-day period after final adjournment of the general assembly; except
Page 4, Line 17that, if a referendum petition is filed pursuant to section 1 (3) of article V
Page 4, Line 18of the state constitution against this act or an item, section, or part of this
Page 4, Line 19act within such period, then the act, item, section, or part will not take
Page 4, Line 20effect unless approved by the people at the general election to be held in
Page 4, Line 21November 2026 and, in such case, will take effect on the date of the
Page 4, Line 22official declaration of the vote thereon by the governor.
