Joint Budget Committee. The bill requires the state treasurer to transfer $5 million from the general fund to the stationary sources control fund on July 1, 2025.

Page 2, Line 1SECTION 1. In Colorado Revised Statutes, 25-7-114.7, add (2)(b)(VI) as follows:
Page 2, Line 225-7-114.7. Emission fees - fund - rules - definition - repeal.
Page 2, Line 3(2) (b) (VI) (A) On July 1, 2025, the state treasurer shall
Page 2, Line 4transfer five million dollars from the general fund to the stationary sources control fund.
Page 2, Line 5(B) On or before July 1, 2026, and each July 1 thereafter
Page 2, Line 6before July 1, 2029, the division shall report to the commission,
Page 2, Line 7the joint budget committee of the general assembly, and to the
Page 2, Line 8health and human services committee of the senate and the
Page 2, Line 9energy and environment committee of the house of
Page 2, Line 10representatives, or their successor committees, at a hearing
Page 2, Line 11held pursuant to section 2-7-203 (2)(a) of the "State
Page 2, Line 12Measurement for Accountable, Responsive, and Transparent
Page 2, Line 13(SMART) Government Act, on the division's implementation of
Page 2, Line 14efficiency improvement projects related to the stationary source control fund.
Page 2, Line 15(C) This subsection (2)(b)(VI) is repealed, effective July 1, 2029.

Page 2, Line 17determines, and declares that this act is necessary for the immediate
Page 2, Line 18preservation of the public peace, health, or safety or for appropriations for
Page 2, Line 19the support and maintenance of the departments of the state and state institutions.
