The bill authorizes certain health-care providers to provide specific, low-level preventive health-care services that are within their existing scope of practice and training.

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, add 12-30-126 as follows:
Page 2, Line 312-30-126. Health-care providers - scope of practice -
Page 2, Line 4preventive health care. (1) A licensed health-care provider,
Page 2, Line 5including a pharmacist licensed pursuant to article 280 of this
Page 2, Line 6title 12, a dental hygienist licensed pursuant to article 220 of
Page 2, Line 7this title 12, and a registered nurse licensed pursuant to article
Page 2, Line 8255 of this title 12, may provide specific, low-level preventive
Page 2, Line 9health-care services if the preventive health-care services are
Page 2, Line 10within their existing scope of practice and training. The preventive health-care services may include:
Page 2, Line 11(a) Administering vaccines approved by the federal centers for disease control and prevention;
Page 2, Line 12(b) Conducting routine health screenings, including
Page 2, Line 13blood pressure measurement, diabetes risk assessments, and cholesterol checks; and
Page 2, Line 14(c) Providing patient education and counseling related to preventive health-care measures.
Page 2, Line 15(2) The authority granted in subsection (1) of this section:
Page 2, Line 16(a) Applies to preventive health-care services provided to all patients; and
Page 2, Line 17(b) Is intended to expand access to preventive health-care services for medicaid recipients and low-income individuals.
Page 2, Line 18(3) This section shall not be construed to:
Page 2, Line 19(a) Expand a scope of practice beyond what is permitted by
Page 2, Line 20professional licensure laws set forth in articles 200 to 310 of this title 12; or
Page 3, Line 1(b) Require additional licensure.
Page 3, Line 2(4) For state fiscal year 2026-27, and each state fiscal
Page 3, Line 3year thereafter, the general assembly shall not appropriate
Page 3, Line 4money to the department for purposes of this section, and the
Page 3, Line 5department shall perform any duties required pursuant to this section within existing resources.
Page 3, Line 6SECTION 2. Safety clause. The general assembly finds,
Page 3, Line 7determines, and declares that this act is necessary for the immediate
Page 3, Line 8preservation of the public peace, health, or safety or for appropriations for
Page 3, Line 9the support and maintenance of the departments of the state and state institutions.
