After consideration on the merits, the Committee recommends the following:
HB26-1411 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:
Page 1, Line 1Amend reengrossed bill, page 2, line 3, strike "(1)" and substitute "(1);

Page 1, Line 24(b) If a condition detailed in subsection (3.5)(a) of this
Page 1, Line 25section is met, the state department must cap the enrollment of
Page 2, Line 1the children described in subsection (3.5)(a) of this section at
Page 2, Line 2twenty-five thousand children beginning on the first day of the
Page 2, Line 3month following sixty days after the state department
Page 2, Line 4determines that a condition detailed in subsection (3.5)(a) of this

Page 2, Line 6(c) The state department shall adopt rules necessary to
Page 2, Line 7implement the enrollment cap detailed in this subsection (3.5).
Page 2, Line 8(d) On or before November 1, 2026, the state department
Page 2, Line 9shall submit a report to the joint budget committee detailing
Page 2, Line 10what is driving enrollment and utilization of state medical
Page 2, Line 11assistance by children who are under nineteen years old whose
Page 2, Line 12family household income does not exceed two hundred sixty
Page 2, Line 13percent of the federal poverty line, adjusted for family size, and
Page 2, Line 14who are not eligible for the medical assistance program due to
Page 2, Line 15their immigration status. The report must include strategies for
Page 2, Line 16reducing costs associated with enrolling these children in state
Page 2, Line 17medical assistance.".
