Under current law, the office of school safety (office) oversees the school safety resource center (center) and 2 separate units that assist schools with crisis management and safety-related grant funding, respectively. There is an advisory board that recommends the policies of the center. The bill broadens the scope of the advisory board's work to include policy recommendations for the entire office.

• Page 2, Line 2SECTION 1.  In Colorado Revised Statutes, amend 24-33.5-1802 as follows:

• Page 2, Line 324-33.5-1802.  Definitions. As used in this part 18, unless the context otherwise requires:

• Page 2, Line 4(1)  "Advisory board" means the school safety resource center

• Page 2, Line 5advisory board created in the office in the department pursuant to section 24-33.5-1804.

• Page 2, Line 6(2)  (1)  "Center" means the school safety resource center created in the office pursuant to section 24-33.5-1803.

• Page 2, Line 7(3)  (2)  "Director" means the director of the center.

• Page 2, Line 8(3.3)  (3)  "First responder" means an individual who responds in a

• Page 2, Line 9professional capacity to an emergency that occurs in a school building,

• Page 2, Line 10including, but not limited to, peace officers, firefighters, emergency medical service providers, school administrators, and teachers.

• Page 2, Line 11(3.5)  (4)  "Office" means the office of school safety created in section 24-33.5-2702.

• Page 2, Line 12(4)  (5)  "School" means an institution at which instruction is

• Page 2, Line 13provided by instructors to students in one or more buildings on a campus.

• Page 2, Line 14"School" includes a school serving any of grades preschool through twelve and an institution of higher education.

• Page 2, Line 17advisory board - created. (1)  There is hereby created in the office the

• Page 2, Line 18school safety resource center office of school safety advisory board,

• Page 3, Line 1referred to in this section as the "advisory board", to recommend policies of the center office.

• Page 3, Line 2(2) (a)  The advisory board shall consist consists of not less than

• Page 3, Line 3fourteen members, each of whom shall be is appointed to a term of two years as follows:

• Page 3, Line 4(I)  One member shall must represent the department of education,

• Page 3, Line 5created pursuant to section 24-1-115, and be appointed by the commissioner of education.

• Page 3, Line 6(II)  One member shall must be an individual with professional

• Page 3, Line 7expertise in behavioral health treatment who represents an elementary or

• Page 3, Line 8secondary school or a school district and be appointed by the commissioner of education.

• Page 3, Line 9(III)  One member shall must be a school administrator and be

• Page 3, Line 10appointed by the commissioner in consultation with a statewide association of school executives.

• Page 3, Line 11(IV)  One member shall must represent state universities and

• Page 3, Line 12colleges and be appointed by the executive director of the Colorado commission on higher education appointed pursuant to section 24-1-114.

• Page 3, Line 13(V)  One member shall must represent community colleges and

• Page 3, Line 14local district colleges and be appointed by the state board for community

• Page 3, Line 15colleges and occupational education created pursuant to section 23-60-104. C.R.S.

• Page 3, Line 16(VI)  One member shall must be a member of a parents' organization and be appointed by the governor.

• Page 3, Line 17(VII)  One member shall must be a district attorney and be appointed by the governor.

• Page 3, Line 18(VIII)  One member shall must represent the unit within the

• Page 4, Line 1department of human services, created pursuant to section 26-1-105,

• Page 4, Line 2C.R.S., that administers behavioral health programs and services,

• Page 4, Line 3including those related to mental health and substance abuse, and be appointed by the executive director of the department of human services.

• Page 4, Line 5health and environment, created pursuant to section 25-1-102, C.R.S., and

• Page 4, Line 6be appointed by the executive director of the department of public health and environment.

• Page 4, Line 7(X)  One member shall must represent the Colorado department of

• Page 4, Line 8law, created pursuant to section 24-1-113, and be appointed by the attorney general.

• Page 4, Line 9(XI)  One member shall must represent the department and be appointed by the executive director.

• Page 4, Line 10(XII)  One member shall must be an individual with professional expertise in school security and be appointed by the executive director.

• Page 4, Line 11(XIII)  One member shall must be a law enforcement professional and be appointed by the executive director.

• Page 4, Line 12(XIV)  One member must be a school resource officer, as defined

• Page 4, Line 13in section 22-32-109.1 (1), C.R.S., and be appointed by the executive

• Page 4, Line 14director in consultation with a statewide association representing school resource officers.

• Page 4, Line 15(b)  The appointing authority of each member of the advisory board

• Page 4, Line 16shall appoint the member on or before October 1, 2008, and reappoint the

• Page 4, Line 17member or appoint a new member no later than one month before the expiration of the member's term.

• Page 4, Line 18(c)  Additional advisory board members may be added to the

• Page 4, Line 19advisory board as necessary subject to:

• (I)  The approval of the executive director; and

• Page 5, Line 1(II)  A majority vote of approval by the existing advisory board members.

• Page 5, Line 3member's office during the term for which the member was appointed

• Page 5, Line 4to the advisory board, the vacancy shall must be filled by appointment by the executive director for the unexpired term.

• Page 5, Line 5(4)  The advisory board shall annually elect from its members a chairperson and a secretary.

• Page 5, Line 6(5)  The advisory board shall meet as determined necessary by the

• Page 5, Line 7director. The members of the advisory board shall receive no

• Page 5, Line 8compensation but shall be reimbursed by the department for necessary

• Page 5, Line 9travel and other expenses actually incurred in the performance of their the members' official duties.

• Page 5, Line 11SECTION 3. Repeal of relocated provisions in this act.  In Colorado Revised Statutes, repeal 24-33.5-1804.

• Page 5, Line 12SECTION 4.  Safety clause. The general assembly finds,

• Page 5, Line 13determines, and declares that this act is necessary for the immediate

• Page 5, Line 14preservation of the public peace, health, or safety or for appropriations for

• Page 5, Line 15the support and maintenance of the departments of the state and state institutions.
