After consideration on the merits, the Committee recommends the following:

SB26-156     be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation and with a recommendation that it be placed on the consent calendar:

Page 1, Line 20SECTION 8.  Act subject to petition - effective date. This act

Page 1, Line 21takes effect at 12:01 a.m. on the day following the expiration of the

Page 1, Line 22ninety-day period after final adjournment of the general assembly (August

Page 1, Line 2312, 2026, if adjournment sine die is on May 13,2026); except that section

Page 1, Line 247 of this act takes effect only if the annual general appropriation act for

Page 1, Line 25the 2026-27 state fiscal year becomes law, in which case section 7 takes

Page 1, Line 26effect upon the effective date of this act or of the annual general

Page 2, Line 1appropriation act for state fiscal year 2026-27, whichever is later, and

Page 2, Line 2except that, if a referendum petition is filed pursuant to section 1 (3) of

Page 2, Line 3article V of the state constitution against this act or an item, section, or

Page 2, Line 4part of this act within such period, then the act, item, section, or part will

Page 2, Line 5not take effect unless approved by the people at the general election to be

Page 2, Line 6held in November 2026 and, in such case, will take effect on the date of

Page 2, Line 7the official declaration of the vote thereon by the governor.".
