Bill Summary

Joint Budget Committee. The bill repeals the statutory requirements for the following annual appropriations by the general assembly:

• The appropriation to the performance-based collaborative management incentive cash fund to serve children who would benefit from integrated multi-agency services;
• The appropriation to the Colorado child abuse prevention trust fund for programs to reduce the occurrence of prenatal substance exposure;
• The appropriation to the behavioral health administration for the purpose of selecting a recovery residence certifying body;
• The appropriation to the behavioral health administration for the purpose of establishing a program to provide temporary financial housing assistance to certain individuals with a substance use disorder who have no supportive housing options; and
• The appropriation to the behavioral health administration for the administration and implementation of the recovery support services grant program.

• Page 2, Line 2SECTION 1.  In Colorado Revised Statutes, 24-1.9-104, repeal (1.5) as follows:

• Page 2, Line 324-1.9-104.  Cash fund - creation - grants, gifts, and donations.

• Page 2, Line 4(1.5)  On July 1, 2023, and annually thereafter, the general assembly shall

• Page 2, Line 5appropriate money to the fund to serve children who would benefit from

• Page 2, Line 6integrated multi-agency services, including children who have had contact

• Page 2, Line 7with law enforcement or who are at risk of involvement with the juvenile justice system.

• Page 2, Line 8SECTION 2.  In Colorado Revised Statutes, 26.5-3-206, repeal (4)(a) as follows:

• Page 2, Line 112024-25 state fiscal year and each state fiscal year thereafter, the general

• Page 2, Line 12assembly shall appropriate one hundred fifty thousand dollars to the trust

• Page 2, Line 13fund. The board shall distribute the money appropriated pursuant to this

• Page 3, Line 1subsection (4)(a) for programs to reduce the occurrence of prenatal substance exposure in accordance with section 26.5-3-205 (1)(h)(III).

• Page 3, Line 11appropriate four million dollars to the BHA for the purpose of the housing program described in this section.

• Page 3, Line 15- definitions. (4)  The BHA shall administer the grant program. Subject

• Page 3, Line 17appropriated pursuant to subsection (8) of this section to each managed service organization designated pursuant to section 27-80-107.

• Page 4, Line 4(1)  To implement this act, appropriations made in the annual general

• Page 4, Line 5appropriation act for the 2025-26 state fiscal year to the department of

• Page 4, Line 6human services for use by the division of child welfare are adjusted as follows:

• Page 4, Line 7(a)  The general fund appropriation for collaborative management incentives is increased by $1,165,039;

• Page 4, Line 8(b)  The reappropriated funds appropriation from the collaborative

• Page 4, Line 9management cash fund created in section 24-1.9-104 (1), C.R.S., for collaborative management incentives is decreased by $1,165,039; and

• Page 4, Line 10(c)  The general fund appropriation to the collaborative management cash fund is decreased by $1,165,039.

• Page 4, Line 11(2)  The general fund appropriation made in the annual general

• Page 4, Line 12appropriation act for the 2025-26 state fiscal year to the department of

• Page 4, Line 13early childhood for use by the division of community and family support for child maltreatment prevention is reduced by $150,000.

• Page 4, Line 14SECTION 7.  Effective date. This act takes effect July 1, 2025.

• Page 4, Line 15SECTION 8.  Safety clause. The general assembly finds,

• Page 4, Line 16determines, and declares that this act is necessary for the immediate

• Page 4, Line 17preservation of the public peace, health, or safety or for appropriations for

• Page 4, Line 18the support and maintenance of the departments of the state and state institutions.
