After consideration on the merits, the Committee recommends the following:
SB25-075 be amended as follows, and as so amended, be referred to the Committee on Finance with favorable recommendation:

Page 1, Line 2"(a.5) In consideration of a revocation or denial of a
Page 1, Line 3license pursuant to subsection (8)(a) of this section, the
Page 1, Line 4executive director shall only consider a criminal conviction for
Page 1, Line 5a three-year period, beginning on the date of conviction or the
Page 1, Line 6end of incarceration, whichever date is later, if the applicant or
Page 1, Line 7licensee has not been convicted of any other criminal offense
Page 1, Line 8during the three-year period. After the three-year period, the
Page 1, Line 9executive director shall only consider the individual's
Page 1, Line 10application or license in the same manner as that of an
Page 1, Line 11individual who does not possess a prior criminal record.".
