Concerning the use of the broadband infrastructure cash fund, and, in connection therewith, making an appropriation.
Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. In Colorado Revised Statutes, 17-1-168, amend (3)(d) and (3)(e); and add (1)(c) and (3)(f) as follows:
17-1-168. Broadband infrastructure cash fund - created - repeal. (1) (c) On July 1, 2025, the state treasurer shall transfer eight hundred forty-two thousand three hundred forty-six dollars from the general fund to the fund.
(3) Subject to annual appropriation by the general assembly, the department may expend money from the fund to install broadband infrastructure at the following correctional facilities:
(d) Buena Vista correctional complex; and
(e) San Carlos correctional facility; and
(f) Colorado territorial correctional facility.
SECTION 2. Appropriation. For the 2025-26 state fiscal year, $842,346 is appropriated to the department of corrections for use by institutions. This appropriation is from the broadband infrastructure cash fund created in section 17-1-168 (1)(a), C.R.S. To implement this act, the institutions may use this appropriation for broadband installation.
SECTION 3. Safety clause. The general assembly finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, or safety or for appropriations for the support and maintenance of the departments of the state and state institutions.
