Bill Summary

Joint Budget Committee. The bill modifies the schedule and amounts of annual transfers from the general fund to the state highway fund as follows:

• The $100 million transfer to the state highway fund scheduled for July 1, 2025, is reduced to $36 million;
• The $100 million transfer to the state highway fund scheduled for July 1, 2026, is reduced to $50.5 million;
• The $82.5 million transfers to the state highway fund scheduled for each July 1 from July 1, 2029, through July 1, 2031, are increased to $100 million;
• A new $61 million transfer to the state highway fund is scheduled for July 1, 2032; and
• The $7 million transfers to the state highway fund for the purpose of providing additional funding for the revitalizing main streets program scheduled for each July 1 from July 1, 2025, through July 1, 2031, are eliminated.

• Page 2, Line 2SECTION 1.  In Colorado Revised Statutes, 24-75-219, amend (7)(d) and (7)(e); and repeal (7)(c)(II) as follows:

• Page 2, Line 4definitions - repeal. (7)  In addition to any other transfers required by this section:

• Page 2, Line 5(c)  On each July 1 from July 1, 2024, through July 1, 2031, the state treasurer shall transfer:

• Page 2, Line 6(II)  Seven million dollars from the general fund to the state

• Page 2, Line 7highway fund for the purpose of providing additional funding for the revitalizing main streets program.

• Page 2, Line 8(d) (I)  On each July 1 from July 1, 2024, through July 1, 2028

• Page 2, Line 9July 1, 2025, the state treasurer shall transfer one hundred thirty-six million dollars from the general fund to the state highway fund; and

• Page 2, Line 10(II)  On each July 1 from July 1, 2029, through July 1, 2031 July

• Page 2, Line 111, 2026, the state treasurer shall transfer eighty-two fifty million five hundred thousand dollars from the general fund to the state highway fund;

• Page 2, Line 12(III)  On each July 1 from July 1, 2027, through July 1, 2031,

• Page 2, Line 13the state treasurer shall transfer one hundred million dollars

• Page 2, Line 14from the general fund to the state highway fund; and

• Page 3, Line 1(IV)  On July 1, 2032, the state treasurer shall transfer

• Page 3, Line 2sixty-one million dollars from the general fund to the state highway fund.

• Page 3, Line 3(e)  The department of transportation shall expend ten million

• Page 3, Line 4dollars of each transfer from the general fund to the state highway fund

• Page 3, Line 5made pursuant to subsection (7)(d)(I) subsection (7)(d)(I), (7)(d)(II), or

• Page 3, Line 6(7)(d)(III) of this section from July 1, 2024 July 1, 2025, through July 1,

• Page 3, Line 72028, solely to mitigate the environmental and health impacts of

• Page 3, Line 8increased air pollution from motor vehicle emissions in nonattainment

• Page 3, Line 9areas by funding projects that reduce vehicle miles traveled or that directly reduce air pollution.
