Page 1, Line 14annual human exposures to SGARs reported from 2019 to 2023;

Page 1, Line 15(d)  Preventive, permanent, or nonstructure-associated baiting with

Page 1, Line 16SGARs prolongs the environmental presence of toxic chemicals and

Page 1, Line 24strategies, limiting the use of SGARs to circumstances that involve

Page 1, Line 25documented and persistent rodent activity, as verified by means such as

Page 1, Line 26electronic rodent monitoring and as only a "last resort" could reduce

Page 1, Line 27unnecessary exposure risks and cascading household, property, and

Page 2, Line 1environmental impacts; and

Page 2, Line 2(g)  The department of agriculture's broad rule-making authority

Page 2, Line 3includes the authority to adopt rules consistent with state and federal law

Page 2, Line 4to further reduce the unintended exposure to SGARs, including the

Page 2, Line 5adoption of rules that reflect the risk-reduction principles described in this

Page 2, Line 6section.

Page 2, Line 7(2)  The general assembly therefore declares that restricting the use

Page 2, Line 8of SGARs, while promoting integrated pest management strategies and

Page 2, Line 9encouraging the targeted, structure-associated use of SGARs, will protect

Page 2, Line 10Colorado's wildlife, children, and pets; will safeguard human health; and

Page 2, Line 11will support humane, science-driven, and effective rodent control.

Page 3, Line 1SECTION 5. Act subject to petition - effective date. This act

Page 3, Line 2takes effect at 12:01 a.m. on the day following the expiration of the

Page 3, Line 3ninety-day period after final adjournment of the general assembly (August

Page 3, Line 412, 2026, if adjournment sine die is on May 13, 2026); except that, if a

Page 3, Line 5referendum petition is filed pursuant to section 1 (3) of article V of the

Page 3, Line 6state constitution against this act or an item, section, or part of this act

Page 3, Line 7within such period, then the act, item, section, or part will not take effect

Page 3, Line 8unless approved by the people at the general election to be held in

Page 3, Line 9November 2026 and, in such case, will take effect on the date of the

Page 3, Line 10official declaration of the vote thereon by the governor."
