Page 1, Line 2Statutes, the Colorado Department of Transportation (CDOT) is charged
Page 1, Line 3with the maintenance of the state's transportation system; and

Page 1, Line 5WHEREAS, For years, CDOT has failed to take significant steps
Page 1, Line 6to implement and fund maintenance projects for state highways in
Page 1, Line 7Morgan County, and as a result, most of the state highways in Morgan
Page 1, Line 8County are in poor condition; and

Page 1, Line 10WHEREAS, Seventy percent of the approximately 145 miles of
Page 1, Line 11state highway, excluding I-76, located in Morgan County, have low
Page 1, Line 12drivability life pursuant to a 2023 CDOT assessment; and

Page 1, Line 14WHEREAS, Accordingly, seventy percent of the state highway
Page 1, Line 15miles in Morgan County have a drivability life of three years or less,
Page 1, Line 16according to the 2023 assessment; and

Page 2, Line 2WHEREAS, The last assessment of these state highway miles was
Page 2, Line 3conducted in 2023, and as such, the identified segments of state highway
Page 2, Line 4with low drivability life in Morgan County likely have a year or less of
Page 2, Line 5drivability life in 2025; and

Page 2, Line 7WHEREAS, Morgan County has been significantly underserved
Page 2, Line 8by CDOT through its project and maintenance planning; now, therefore,

Page 2, Line 14Commissioners in demanding CDOT to reevaluate its priorities to provide
