Executive Committee of the Legislative Council. Under current law, the executive committee of the legislative council (executive committee) is authorized to adopt policies regarding the ability of members of the general assembly to remotely participate in interim committee meetings and in legislative proceedings during a disaster emergency. The bill expands the executive committee's authority to adopt policies to allow remote participation in meetings of any joint committees comprised of members from both chambers that are held at any time of the year.

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, 2-3-303, amend
Page 2, Line 3(2)(h)(I)(A) and (2)(h)(II) as follows:

Page 2, Line 5(2) In addition to any other powers and duties set forth in law, the
Page 2, Line 6executive committee of the legislative council has the following powers
Page 2, Line 7and duties:
Page 2, Line 8(h) (I) The power to allow members of the general assembly to
Page 2, Line 9participate electronically in legislative proceedings and to recommend,
Page 2, Line 10develop, and establish policies regarding electronic participation if so
Page 2, Line 11allowed; except that, if allowed, electronic participation must only be
Page 2, Line 12allowed for:
Page 2, Line 13(A) Committee meetings occurring during the legislative interim
Page 2, Line 14or other meetings of a committee comprised of members from
Page 2, Line 15both chambers convened at any time during the year. This
Page 2, Line 16subsection (2)(h)(I)(A) does not apply to a joint meeting of one or
Page 2, Line 17more house committees of reference and one or more senate
Page 2, Line 18committees of reference; or
Page 2, Line 19(II) A member participating electronically in a committee meeting
Page 2, Line 20occurring during the legislative interim pursuant to subsection
Page 2, Line 21(2)(h)(I)(A) of this section is deemed to be in attendance of that
Page 2, Line 22committee for the purpose of receiving compensation to which the
Page 3, Line 1member is entitled under section 2-2-307 (3). Notwithstanding section
Page 3, Line 22-2-307 (3)(b), members participating electronically in interim
Page 3, Line 3committee meetings are not entitled to reimbursement for any expenses
Page 3, Line 4incurred in connection with such electronic participation.
Page 3, Line 5SECTION 2. Safety clause. The general assembly finds,
Page 3, Line 6determines, and declares that this act is necessary for the immediate
Page 3, Line 7preservation of the public peace, health, or safety or for appropriations for
Page 3, Line 8the support and maintenance of the departments of the state and state
Page 3, Line 9institutions.
