Joint Budget Committee. The bill requires the department of health care policy and financing, in collaboration with the behavioral health administration, to establish the workforce capacity center to train providers in evidence-based or supported models as part of the system of care for children and youth.

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, 25.5-6-2001, add (7.5) as follows:

Page 2, Line 5capacity center - report - rules - definition - repeal. (7.5) (a) The
Page 2, Line 6state department, in collaboration with the behavioral health
Page 2, Line 7administration established in section 27-50-102, shall establish
Page 2, Line 8the workforce capacity center to train providers in
Page 2, Line 9evidence-based or supported models as part of the system of
Page 2, Line 10care for children and youth described in subsection (1) of this
Page 2, Line 11section, including training on high-fidelity wraparound for
Page 2, Line 12children and youth pursuant to part 1 of article 62 of title 27, intensive in-home treatment models, and other interventions.
Page 2, Line 13(b) The workforce capacity center must assist providers
Page 2, Line 14in maintaining ongoing training to ensure interventions are applied accurately.
Page 2, Line 15(c) The workforce capacity center is responsible for:
(I) Developing the trainings for providers;
Page 2, Line 16(II) Conducting the trainings;
Page 2, Line 17(III) Covering the costs incurred by providers completing the trainings; and
Page 2, Line 18(IV) Providing ongoing technical assistance for providers across the state of Colorado while participating in training.
Page 2, Line 19(d) (I) In the quarterly report to the joint budget
Page 2, Line 20committee required pursuant to subsection (7)(b) of this section,
Page 2, Line 21the state department shall include updates on the work of the
Page 3, Line 1workforce capacity center. The report must include key
Page 3, Line 2milestones for startup activities, what trainings are offered,
Page 3, Line 3the number of trainings being provided each month, the number
Page 3, Line 4and type of certifications earned by providers as a result of the
Page 3, Line 5trainings, the number of certified providers enrolled as
Page 3, Line 6medicaid providers, and the locations where those certified providers practice.
Page 3, Line 7(II) In the quarterly report submitted to the joint budget
Page 3, Line 8committee in January 2027, the state department shall include
Page 3, Line 9an analysis of the workforce capacity center's work that
Page 3, Line 10includes an overview of the impact of the workforce capacity
Page 3, Line 11center and a recommendation on the continuation, reduction, or closure of the center.
Page 3, Line 12(e) This subsection (7.5) is repealed, effective July 1, 2027.
Page 3, Line 13SECTION 2. Safety clause. The general assembly finds,
Page 3, Line 14determines, and declares that this act is necessary for the immediate
Page 3, Line 15preservation of the public peace, health, or safety or for appropriations for
Page 3, Line 16the support and maintenance of the departments of the state and state institutions.
