Water Resources and Agriculture Review Committee. Backflow is the reverse flow of water, fluid, or gas caused by back pressure or back siphonage. Under current law, individuals who are engaged in the business of installing, removing, inspecting, testing, or repairing backflow prevention devices are subject to the licensure requirements for plumbers, except when the individuals are installing or testing a stand-alone fire suppression sprinkler system.
The bill exempts individuals engaged in the business of inspecting, testing, or repairing backflow prevention devices from licensure requirements but retains the licensure requirements for individuals engaged in the installation or removal of the devices.

Page 3, Line 2(b) The plumbing contractor's registration number, or the
Page 3, Line 3license number of the master plumber attached to the contractor, issued by the board;
Page 3, Line 4(c) The date the service was provided; and
(d) A description of the service provided.

Page 4, Line 11(5) As used in this section, unless the context otherwise requires:
Page 4, Line 12(a) "ABPA" means the American Backflow Prevention Association or its successor organization.
Page 4, Line 13(b) "ASSE" means the American Society of Sanitary Engineering or its successor organization.
Page 4, Line 14(c) "Certified cross-connection control technician" means
Page 4, Line 15an individual who possesses a valid backflow prevention assembly tester certification from the ASSE or the ABPA.
Page 4, Line 16(d) "Licensed plumber with a cross-connection control
Page 4, Line 17technician certification" means an individual who is a licensed
Page 4, Line 18plumber and possesses a valid backflow prevention assembly
Page 4, Line 19tester certification from the ASSE or the ABPA.
Page 5, Line 1SECTION 4. Safety clause. The general assembly finds,
Page 5, Line 2determines, and declares that this act is necessary for the immediate
Page 5, Line 3preservation of the public peace, health, or safety or for appropriations for
Page 5, Line 4the support and maintenance of the departments of the state and state institutions.
