Bill Summary

Executive Committee of the Legislative Council. The bill suspends legislative interim committee activities during the 2025 legislative interim (interim). Specifically, the bill:
- Prohibits the legislative council of the general assembly from prioritizing any requests for interim committees, including task forces, for the interim;
- Limits the Colorado youth advisory council review committee (committee) to meeting once in the 2025 interim, to receive the report from the youth advisory council (council), prohibits the committee and council from meeting or presenting bills in the 2026 interim, and precludes the council from contracting with a nonprofit organization to provide services for the council in the 2025-26 and 2026-27 fiscal years;
- Prohibits meetings, field trips, and legislative recommendations and reports by, and suspends for one year certain reports required to be submitted to, existing interim committees, including the legislative emergency preparedness, response, and recovery committee; legislative oversight committee for Colorado jail standards; statewide health care review committee; Colorado health insurance exchange oversight committee; opioid and other substance use disorders study committee; legislative oversight committee concerning the treatment of persons with behavioral health disorders in the criminal and juvenile justice systems; pension review commission and pension review subcommittee; legislative oversight committee concerning tax policy; and sales and use tax simplification task force.

Page 2, Line 2SECTION 1. In Colorado Revised Statutes, 2-3-303.3, add (3)(e) and (3)(f) as follows:

Page 2, Line 4(3) (e) (I) Notwithstanding any provision of this section, the
Page 2, Line 5legislative council shall not prioritize any interim committees
Page 2, Line 6or approve any task forces for the 2025 interim. Nothing in this
Page 2, Line 7subsection (3)(e) prohibits the executive committee of the
Page 2, Line 8legislative council, whether before or after the general
Page 2, Line 9assembly has adjourned, from approving an interim committee by
Page 2, Line 10resolution for the 2025 interim in the manner specified in
Page 2, Line 11subsection (3)(c) of this section.
(II) This subsection (3)(e) is repealed, effective July 1, 2026.
Page 3, Line 1(3) (f) (I) During the 2025 interim, an interim committee
Page 3, Line 2shall not request more than five bills to be drafted and shall
Page 3, Line 3not recommend more than three bills for introduction in the 2026 regular session.

Page 3, Line 7(III) (A) On or before August 31 of each year, except for
Page 3, Line 8August 31, 2025, the council members shall approve subsequent
Page 3, Line 9appointments to the council. A youth who meets the criteria set forth in
Page 3, Line 10subsection (1) of this section may apply to the council to be considered for participation in the council.

Page 3, Line 17has concluded. Council members may attend and participate in council
Page 3, Line 18meetings remotely, but at least two of the council's meetings each year
Page 3, Line 19must be held in person, with all attending members at the same physical
Page 3, Line 20location. Additional meetings may be held at the discretion of council leadership, subject to available money.
Page 4, Line 1(II) (A) Notwithstanding subsection (2)(b)(I) of this
Page 4, Line 2section, the council shall meet only once after the 2025 regular
Page 4, Line 3legislative session, in July 2025, and the council shall not meet at any time in the 2026 calendar year.
Page 4, Line 4(B) This subsection (2)(b)(II) is repealed, effective July 1, 2027.
Page 4, Line 5(4) (a) (I) On or before September 1, 2013, and every third
Page 4, Line 6September 1 thereafter through September 1, 2019, the council shall, in
Page 4, Line 7conjunction with the director of the legislative council, use a request for
Page 4, Line 8proposal process to contract with and designate one or more nonprofit
Page 4, Line 9organizations to provide staffing and operational assistance and to serve
Page 4, Line 10as the custodian of money donated to the council through the designated
Page 4, Line 11organization. The contractor selected following the 2019 request for
Page 4, Line 12proposal process shall, pursuant to one or more contracts, provide such
Page 4, Line 13staffing, operational, and custodian services through June 30, 2023.
Page 4, Line 14Thereafter, the council shall, in conjunction with the director of the
Page 4, Line 15legislative council, on or before April 30, 2023, and, except as otherwise
Page 4, Line 16provided in this subsection (4)(a), on or before every second April 15
Page 4, Line 17thereafter, use a request for proposal process to contract with and
Page 4, Line 18designate one or more nonprofit organizations to provide such staffing,
Page 4, Line 19operational, and custodian services. The term of each contract entered
Page 4, Line 20into for a term commencing on or after July 1, 2023, is two state fiscal
Page 4, Line 21years; except that any such contract may be extended for one additional
Page 4, Line 22two-year term. If a contract is extended, the request for proposal for the
Page 4, Line 23next contract must be issued on or before the April 15 immediately
Page 4, Line 24preceding the expiration of the extension term. The designated
Page 5, Line 1organization shall not be the custodian of any money appropriated by the
Page 5, Line 2state and credited to the fund created in section 2-2-1306. The designated
Page 5, Line 3organization is authorized to expend any money it receives as is necessary
Page 5, Line 4for the operation of the council and may solicit and accept monetary and
Page 5, Line 5in-kind gifts, grants, and donations used to further the council's duties and
Page 5, Line 6responsibilities. Any money donated or awarded to the designated
Page 5, Line 7organization for the benefit of the council is not subject to appropriation
Page 5, Line 8by the general assembly. Any money obtained by the council or the
Page 5, Line 9designated organization
and that is not in the fund and that isPage 5, Line 10unexpended and unencumbered at the time the council is dissolved shall
Page 5, Line 11be distributed according to appropriate federal and state laws governing
Page 5, Line 12nonprofit organizations. If a different nonprofit or private organization is
Page 5, Line 13subsequently designated as the custodian of donated money in accordance
Page 5, Line 14with this
paragraph (a) subsection (4)(a)(I), any money that isPage 5, Line 15unexpended and unencumbered at the time of the change in designation
Page 5, Line 16shall be promptly transferred by the previously designated organization to the newly designated organization.
Page 5, Line 17(II) Notwithstanding subsection (4)(a)(I) of this section:
Page 5, Line 18(A) The council and director of the legislative council
Page 5, Line 19shall neither contract with nor designate one or more
Page 5, Line 20nonprofit organizations to provide staffing, operational, and

Page 5, Line 22(B) The contract that terminates on July 1, 2025, is
Page 5, Line 23extended for one month to allow the council the opportunity to
Page 5, Line 24present its report to the review committee in July 2025. The
Page 5, Line 25contract terminates on August 1, 2025.

Page 7, Line 4(1) (a) (I) There is
hereby created a legislative emergency preparedness,Page 7, Line 5response, and recovery committee. The legislative committee shall
Page 7, Line 6develop a plan for the response by, and continuation of operations of, the
Page 7, Line 7general assembly and the legislative service agencies in the event of an
Page 7, Line 8emergency epidemic or disaster. The legislative committee shall
Page 7, Line 9cooperate and coordinate with the division, the department, and the
Page 7, Line 10GEEERC in developing the plan. The legislative committee shall develop
Page 7, Line 11and submit the plan to the speaker of the house of representatives, the
Page 7, Line 12president of the senate, the governor, the executive director of the
Page 7, Line 13department, the director of the division, and the GEEERC no later than
Page 7, Line 14July 1, 2011. The legislative committee shall meet at least annually to
Page 7, Line 15review and amend the plan as necessary and shall provide any updated
Page 7, Line 16plan to the persons or entities specified in this
paragraph (a) subsectionPage 7, Line 17(1)(a)(I). The legislative committee may recommend legislation
Page 7, Line 18pertaining to the preparedness, response, and recovery by, and
Page 7, Line 19continuation of operations of, the general assembly and the legislative
Page 7, Line 20service agencies in the event of an emergency epidemic or disaster. The
Page 7, Line 21legislative committee shall provide information to and fully cooperate

Page 11, Line 1(e) (I) On or before January 1 of each year, the committee shall
Page 11, Line 2submit, and make publicly available on its website, a report to the general
Page 11, Line 3assembly. The annual report must briefly summarize the study issues,
Page 11, Line 4recommendations considered, and any actions taken by the committee and
Page 11, Line 5the task force during the previous year. The report must comply with the
Page 11, Line 6provisions of section 24-1-136 (9). Notwithstanding section 24-1-136
Page 11, Line 7(11)(a)(I), the requirement in this section to report to the general assembly continues indefinitely.
Page 11, Line 8(II) (A) The committee shall not submit a report on or before January 1, 2026.
Page 11, Line 9(B) This subsection (2)(e)(II) is repealed effective, July 1, 2026.
Page 11, Line 10SECTION 13. In Colorado Revised Statutes, 39-26-802, amend (3) and (5) as follows:

Page 11, Line 12creation - definitions - repeal. (3) (a) Starting in 2021, the task force
Page 11, Line 13shall meet at least eight times, with the first meeting occurring no later
Page 11, Line 14than July 16, 2021. Task force meetings shall be open to the public, and the task force shall solicit the testimony of the members of the public.
Page 11, Line 15(b) (I) Notwithstanding subsection (3)(a) of this section, the task force shall not meet during the 2025 interim.
Page 11, Line 16(II) This subsection (3)(b) is repealed, effective July 1, 2026.
Page 11, Line 17(5) (a) No later than November 1, 2021, and no later than each
Page 11, Line 18November 1 thereafter, the task force shall make a report to the legislative

Page 11, Line 20recommendations for legislation.

Page 12, Line 17capital development committee shall not travel or take field trips during the 2025 interim.
Page 12, Line 18SECTION 16. Appropriation - adjustments to 2025 legislative
Page 12, Line 19appropriation bill. (1) To implement this act, the total and general fund
Page 12, Line 20appropriations made to the legislative department in Senate Bill 25-188 for the 2025-26 state fiscal year are decreased by 292,488 as follows:
Page 12, Line 21(a) The total and general fund appropriations for use by the general assembly are decreased by $71,948;
Page 13, Line 1(b) The total and general fund appropriations for use by the
Page 13, Line 2legislative council are decreased by 124,294 and the related FTE is decreased by 1.6 FTE; and
Page 13, Line 3(c) The general fund appropriation for use by the committee on
Page 13, Line 4legal services is decreased by $96,246, and the related FTE is decreased by 1.3 FTE.
Page 13, Line 5SECTION 17. Safety clause. The general assembly finds,
Page 13, Line 6determines, and declares that this act is necessary for the immediate
Page 13, Line 7preservation of the public peace, health, or safety or for appropriations for
Page 13, Line 8the support and maintenance of the departments of the state and state institutions.
