After consideration on the merits, the Committee recommends the following:
SB26-136 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation and with a recommendation that it be placed on the consent calendar:
Page 1, Line 1Amend printed bill, page 2, line 6, strike "rules." and substitute
Page 1, Line 2"procedures.".
Page 1, Line 3Page 2, strike lines 9 through 15 and substitute:
Page 1, Line 4"(b) On or before December 31, 2026, the division shall
Page 1, Line 5implement procedures that:
Page 1, Line 6(I) Facilitate the efficient coordination with law
Page 1, Line 7enforcement related to reports of lost or stolen livestock,
Page 1, Line 8including procedures that ensure the reporting of stolen
Page 1, Line 9livestock to relevant law enforcement within twenty-four
Page 1, Line 10hours of the division receiving a report of stolen livestock, and
Page 1, Line 11after the division, upon review of the report, suspects that a
Page 1, Line 12livestock theft has occurred; and
Page 1, Line 13(II) Ensure the public is notified of lost or stolen
Page 1, Line 14livestock that has been reported to the division.
Page 1, Line 15(c) The procedures implemented by the division pursuant
Page 1, Line 16to subsection (13)(b) of this section may vary by geographic
Page 1, Line 17region of the state depending on the region's needs.".
