Page 1, Line 5WHEREAS, Colorado has efficiently and effectively grown its
Page 1, Line 6registered electorate through the implementation of same-day voter
Page 1, Line 7registration, automatic voter registration at government agencies, secure
Page 1, Line 8online voter registration, preregistration of 15-, 16-, and 17-year-olds, and
Page 1, Line 9robust voter registration efforts by state and local election officials and community organizations; and

Page 1, Line 11WHEREAS, Colorado's electoral system is an example to the
Page 1, Line 12nation and the world of how to expand voter access while protecting
Page 1, Line 13electoral integrity through safeguards, including risk-limiting audits and signature verification; and

Page 1, Line 15WHEREAS, Congress is considering legislation known as the
Page 1, Line 16"SAVE Act" that would require all citizens to produce a document like
Page 2, Line 1a passport or birth certificate each time they register to vote, which is
Page 2, Line 2documentation that more than 21 million Americans lack and which
Page 2, Line 3would create obstacles to our secure online voter registration system,
Page 2, Line 4automatic voter registration at government agencies, and voter registration through other means; and

Page 2, Line 6WHEREAS, In 2024 at least 26 states introduced, cumulatively,
Page 2, Line 765 bills that would require proof of citizenship at registration, and Louisiana voters approved a measure to require proof of citizenship; and

Page 2, Line 9WHEREAS, The Colorado Attorney General and Colorado
Page 2, Line 10Secretary of State have joined legal efforts to oppose unlawful executive
Page 2, Line 11action to interfere with Colorado's elections and Colorado's ability to register eligible Coloradans to vote; and

Page 2, Line 13WHEREAS, Falsehoods and conspiracies regarding the integrity
Page 2, Line 14of the 2020 presidential election have run rampant in the media and public discourse; and

Page 2, Line 16WHEREAS, The months-long, coordinated attempt to interfere
Page 2, Line 17with the democratic process following the November 2020 presidential
Page 2, Line 18election and prevent the peaceful transfer of power by overturning the
Page 2, Line 19legitimate results of the election, which culminated with the insurrection
Page 2, Line 20at the United States Capitol on January 6, 2021, is a violent reminder of the fragility of our democracy; now, therefore,

Page 2, Line 22Be It Resolved by the Senate of the Seventy-fifth General Assembly of the State of Colorado:

Page 3, Line 7Colorado, as ensured by Colorado's premier electoral system that has
Page 3, Line 8increased voter participation while ensuring electoral integrity and that has served as a model to other states;

Page 3, Line 10(6) Support bipartisan efforts to uphold free and fair elections and
Page 3, Line 11preserve the democratic process through which Colorado voters can elect
Page 3, Line 12candidates of choice and approve or reject ballot measures free from undue interference;

Page 3, Line 14(7) Call on Congress, the office of the President of the United
Page 3, Line 15States, and all federal agencies to respect state authority over elections and to accept certified election results from Colorado;

Page 3, Line 18barriers to participation for eligible voters, that continue to strengthen
Page 3, Line 19election security, and that increase public education and engagement in the democratic process;
