Joint Budget Committee. The bill allows the Centennial correctional facility-south c-tower to be used to temporarily house protective-, close-, and medium-custody inmates for the duration of the Sterling correctional facility access controls project. The bill limits the use of the Centennial correctional facility-south c-tower to only after the department of corrections determines that there are no suitable beds available to house an inmate in another department facility.
The bill appropriates $1,829,000 from the general fund to the department of corrections to implement the bill.

Page 2, Line 5controls capital renewal project at the Sterling correctional facility. It is
Page 2, Line 6the general assembly's intent that major accommodations of this kind be considered by the capital development committee in the future.
Page 2, Line 7SECTION 2. In Colorado Revised Statutes, 17-1-104.3, add (1)(b.6) as follows:

Page 2, Line 9report - repeal. (1) (b.6) (I) Notwithstanding any other provision
Page 2, Line 10of law to the contrary, the Centennial correctional
Page 2, Line 11facility-south c-tower may be used to temporarily house
Page 2, Line 12protective-, close-, and medium-custody inmates for the Sterling
Page 2, Line 13correctional facility access controls project, for the duration
Page 2, Line 14of that project, and for the time required to temporarily
Page 2, Line 15relocate the inmates and then return them to the Sterling
Page 2, Line 16correctional facility. To the extent feasible, the department
Page 2, Line 17shall house an inmate from the Sterling correctional facility
Page 2, Line 18in the Centennial correctional facility-south c-tower only
Page 2, Line 19after determining that there are no suitable beds available
Page 2, Line 20that would not require additional appropriations to house that
Page 3, Line 1inmate in another facility operated by the department of corrections.
Page 3, Line 3(II) This subsection (1)(b.6) is repealed, effective June 30, 2027.
Page 3, Line 4SECTION 3. Appropriation. For the 2025-26 state fiscal year,
Page 3, Line 5$1,829,000 is appropriated to the department of corrections for use by
Page 3, Line 6institutions. This appropriation is from the general fund. To implement
Page 3, Line 7this act, the institutions may use this appropriation for Centennial
Page 3, Line 8correctional facility-south c-tower start-up costs related to the superintendents subprogram.
Page 3, Line 9SECTION 4. Safety clause. The general assembly finds,
Page 3, Line 10determines, and declares that this act is necessary for the immediate
Page 3, Line 11preservation of the public peace, health, or safety or for appropriations for
Page 3, Line 12the support and maintenance of the departments of the state and state institutions.
