Concerning transfers of money from the license plate cash fund.
Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. In Colorado Revised Statutes, 42-3-301, add (1)(c) as follows:
42-3-301. License plate cash fund - license plate fees - repeal. (1) (c) (I) Notwithstanding any provision of this section to the contrary, on June 30, 2025, the state treasurer shall transfer:
(A) Forty percent of the unexpended and unencumbered balance of the license plate cash fund to the general fund; and
(B) Forty percent of the unexpended and unencumbered balance of the license plate cash fund to the Colorado DRIVES vehicle services account in the highway users tax fund, created in section 42-1-211 (2).
(II) This subsection (1)(c) is repealed, effective July 1, 2026.
SECTION 2. Safety clause. The general assembly finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, or safety or for appropriations for the support and maintenance of the departments of the state and state institutions.
