Bill Summary

Beginning July 1, 2025, the bill increases by one the number of district court judges in the eighth, thirteenth, nineteenth, and twenty-third judicial districts; increases by 2 the number of district court judges in the fourth, seventeenth, and eighteenth judicial districts; and increases by one the number of county court judges in Douglas county, La Plata county, Larimer county, Mesa county, Weld county, Eagle county, Adams county, and Arapahoe county.
Beginning July 1, 2026, the bill increases by one the number of district court judges in the second, seventh, seventeenth, eighteenth, and twentieth judicial districts and the Denver probate court; increases by 2 the number of district court judges in the fourth judicial district; and increases by 3 the number of judges serving on the court of appeals.
Current law requires district court judges regularly assigned to Arapahoe county to maintain offices within Arapahoe county. The bill allows the district court judges assigned to Arapahoe county to maintain offices outside of the county seat.

Page 6, Line 13SECTION 11. Appropriation. (1) For the 2025-26 state fiscal
Page 6, Line 14year, $3,168,698 is appropriated to the judicial department for use by the
Page 6, Line 15state courts. This appropriation is from the general fund. To implement this act, the state courts may use this appropriation as follows:
Page 6, Line 16(a) $95,735 for use by courts administration for general courts
Page 6, Line 17administration, which amount is based on an assumption that courts
Page 6, Line 18administration will require an additional 0.9 FTE;
Page 7, Line 1(b) $2,120,625 for use by trial courts for trial court programs,
Page 7, Line 2which amount is based on an assumption that the trial courts will require an additional 17.5 FTE;
Page 7, Line 3(c) $228,529 for health, life, and dental;
(d) $694 for short-term disability;
Page 7, Line 4(e) $8,544 for paid family and medical leave insurance;
Page 7, Line 5(f) $189,871 for unfunded liability amortization equalization disbursement payments;
Page 7, Line 6(g) $122,500 for capital outlay; and
Page 7, Line 7(h) $402,200 for courthouse furnishings and infrastructure maintenance.
Page 7, Line 8SECTION 12. Safety clause. The general assembly finds,
Page 7, Line 9determines, and declares that this act is necessary for the immediate
Page 7, Line 10preservation of the public peace, health, or safety or for appropriations for
Page 7, Line 11the support and maintenance of the departments of the state and state institutions.
