Under current law, a veteran who is disabled and who meets certain standards does not need to pay the taxes and fees to register one motor vehicle. The veteran is issued a disabled veteran license plate with the "D.V." inscription or a United States disabled woman veteran license plate. The bill authorizes the veteran to be issued another plate in lieu of being issued either of the license plates for veterans who are disabled if the veteran qualifies for the plate. If the plate requires additional fees to be issued or renewed, the additional fees must also be paid unless the plate is a military license plate.
This program does not apply to commercial vehicles, implements of husbandry, or farm trucks or truck tractors that are taxed at a reduced rate.

Page 4, Line 13at the date of application, receiving compensation from the veterans
Page 4, Line 14administration or any branch of the armed forces of the United States for
Page 4, Line 15a fifty percent or more, service-connected disability, or for loss of use of
Page 4, Line 16one or both feet or one or both hands, or for permanent impairment or
Page 4, Line 17loss of vision in both eyes that constitutes virtual or actual blindness. The
Page 4, Line 18exemption provided in this subsection (3)(a):
Page 4, Line 19(I) Does not apply to:
Page 4, Line 20(A) Commercial vehicles;
Page 4, Line 21(B) Implements of husbandry; or

Page 5, Line 2applicability. (1) This act takes effect at 12:01 a.m. on the day following
Page 5, Line 3the expiration of the ninety-day period after final adjournment of the
Page 5, Line 4general assembly (August 12, 2026, if adjournment sine die is on May 13,
Page 5, Line 52026); except that, if a referendum petition is filed pursuant to section 1
Page 5, Line 6(3) of article V of the state constitution against this act or an item, section,
Page 5, Line 7or part of this act within such period, then the act, item, section, or part
Page 5, Line 8will not take effect unless approved by the people at the general election
Page 5, Line 9to be held in November 2026 and, in such case, will take effect on the
Page 5, Line 10date of the official declaration of the vote thereon by the governor.
Page 5, Line 11(2) This act applies to vehicles registered on or after the
Page 5, Line 12applicable effective date of this act.
