Bill Summary

Executive Committee of the Legislative Council. The bill suspends legislative interim committee activities during the 2025 legislative interim (interim). Specifically, the bill:
- Prohibits the legislative council of the general assembly from prioritizing any requests for interim committees, including task forces, for the interim;
- Limits the Colorado youth advisory council review committee (committee) to meeting once in the 2025 interim, to receive the report from the youth advisory council (council), prohibits the committee and council from meeting or presenting bills in the 2026 interim, and precludes the council from contracting with a nonprofit organization to provide services for the council in the 2025-26 and 2026-27 fiscal years;
- Prohibits meetings, field trips, and legislative recommendations and reports by, and suspends for one year certain reports required to be submitted to, existing interim committees, including the legislative emergency preparedness, response, and recovery committee; legislative oversight committee for Colorado jail standards; statewide health care review committee; Colorado health insurance exchange oversight committee; opioid and other substance use disorders study committee; legislative oversight committee concerning the treatment of persons with behavioral health disorders in the criminal and juvenile justice systems; pension review commission and pension review subcommittee; legislative oversight committee concerning tax policy; and sales and use tax simplification task force.

Page 3, Line 19general assembly and the legislative service agencies in the event of an
Page 3, Line 20emergency epidemic or disaster. The legislative committee shall
Page 3, Line 21cooperate and coordinate with the division, the department, and the
Page 4, Line 1GEEERC in developing the plan. The legislative committee shall develop
Page 4, Line 2and submit the plan to the speaker of the house of representatives, the
Page 4, Line 3president of the senate, the governor, the executive director of the
Page 4, Line 4department, the director of the division, and the GEEERC no later than
Page 4, Line 5July 1, 2011. The legislative committee shall meet at least annually to
Page 4, Line 6review and amend the plan as necessary and shall provide any updated
Page 4, Line 7plan to the persons or entities specified in this
paragraph (a) subsectionPage 4, Line 8(1)(a)(I). The legislative committee may recommend legislation

Page 6, Line 16required to attend the meetings and hearings specified in
Page 6, Line 17subsection (5) of this section during the 2025 interim. If a
Page 6, Line 18legislative member of the subcommittee attends a meeting or
Page 6, Line 19hearing specified in subsection (5) of this section during the 2025
Page 6, Line 20interim, the legislative member is not entitled to per diem
Page 6, Line 21compensation. The subcommittee is not required to comply with
Page 6, Line 22the review and reporting requirements set forth in subsection (4) of this section during the 2025 interim.

Page 7, Line 13(e) (I) On or before January 1 of each year, the committee shall
Page 7, Line 14submit, and make publicly available on its website, a report to the general
Page 7, Line 15assembly. The annual report must briefly summarize the study issues,
Page 7, Line 16recommendations considered, and any actions taken by the committee and
Page 7, Line 17the task force during the previous year. The report must comply with the
Page 7, Line 18provisions of section 24-1-136 (9). Notwithstanding section 24-1-136
Page 7, Line 19(11)(a)(I), the requirement in this section to report to the general assembly continues indefinitely.
Page 7, Line 20(II) (A) The committee shall not submit a report on or before January 1, 2026.
Page 8, Line 1(B) This subsection (2)(e)(II) is repealed effective, July 1, 2026.
Page 8, Line 2SECTION 10. In Colorado Revised Statutes, 39-26-802, amend (3) and (5) as follows:
Page 8, Line 339-26-802. Sales and use tax simplification task force -
Page 8, Line 4creation - definitions - repeal. (3) (a) Starting in 2021, the task force
Page 8, Line 5shall meet at least eight times, with the first meeting occurring no later
Page 8, Line 6than July 16, 2021. Task force meetings shall be open to the public, and the task force shall solicit the testimony of the members of the public.
Page 8, Line 7(b) (I) Notwithstanding subsection (3)(a) of this section, the task force shall not meet during the 2025 interim.
Page 8, Line 8(II) This subsection (3)(b) is repealed, effective July 1, 2026.
Page 8, Line 9(5) (a) No later than November 1, 2021, and no later than each
Page 8, Line 10November 1 thereafter, the task force shall make a report to the legislative
Page 8, Line 11council created in section 2-3-301 that may or may not include recommendations for legislation.
Page 8, Line 12(b) (I) Notwithstanding subsection (5)(a) of this section, the task force shall not make a report for the 2025 interim.

Page 9, Line 11appropriation bill. (1) To implement this act, the total and general fund
Page 9, Line 12appropriations made to the legislative department in Senate Bill 25-188 for the 2025-26 state fiscal year are decreased by$272,355as follows:
Page 9, Line 13(a) The total and general fund appropriations for use by the general assembly are decreased by$71,948;
Page 9, Line 14(b) The total and general fund appropriations for use by the
Page 9, Line 15legislative council are decreased by $104,161, and the related FTE is decreased by 1.3 FTE; and
Page 9, Line 16(c) The general fund appropriation for use by the committee on
Page 9, Line 17legal services is decreased by $96,246, and the related FTE is decreased by 1.3 FTE.
Page 9, Line 18SECTION 14. Appropriation. For the 2025-26 state fiscal year,
Page 9, Line 19$45,000 is appropriated to the youth advisory council cash fund created
Page 9, Line 20in section 2-2-1306, C.R.S. This appropriation is from the general fund.
Page 10, Line 1The legislative department is responsible for the accounting related to this appropriation.
